網路交友性侵害風險評估之研究

Risk Assessment of Online Dating and Sexual Assault

本研究參考相關文獻與實務經驗分析,經訪問網路交友性侵害相關的專家綜合歸納,網路交友性侵害普遍存有:加害者因素、被害者因素、社會變遷、資訊普及、交友平台和情境因素等六項風險構面,並藉由現代婦女基金會、勵馨社會福利事業基金會等社工、地檢署家事調查官、直轄市、縣(市)政府警察局等網路性侵害相關業務承辦人,實際從事安全管理實務之專家經驗與專業核校,對該網路交友性侵害各項風險進行風險評估,提列出重要危險因子30項,依發生嚴重幅度與機率篩選出極高度風險有3項、高度風險有13項、中度風險有12項,低度風險2項,經提出相關網路交友性侵害安全管理風險控制策略,並利用作業風險整合軟體(Operational Risk Management Integration Tools, ORMIT)工具模擬將整體平均風險等級(Average Risk Rating, ARR),由原始高度風險H-4,實際降至低度風險L-15,平均風險指數(Average Risk Index, ARI)也由原始16.84,實際降為6.3,風險控制直接衡量指標(DIR)達88.4%,具有評估有效性。本研究依上述風險評估結果提出藉由家庭教育灌輸正確觀念、增加能嚇阻犯罪發生之抑制者、提高身體界線警戒心、落實宣導防暴教育、平台業者加強審核個資內容及就醫後由醫生心理輔導等相關建議,供網路交友相關管理人員參考。

In this study, six risks associated with sexual assault resulting from online dating are concluded based on an analysis of related literature and practical experiences as well as combined information from field expert interviews. The risks include offender factors, victim factors, social changes, information popularization, dating platforms, and situational factors. Based on practical experiences and professional safety management corroboration by experts such as social workers from the Modern Women's Foundation, the Garden of Hope Foundation, the family affair investigator of the district attorney's office, and units from municipal, county (city) government police bureaus trained in the investigation of sexual assault in online dating, the researchers conducted an assessment of sexual assault risks in online dating and listed out 30 major risk factors. The level of these risk factors is defined by the severity and probability of occurrence. Three of them are at extremely high risk, 13 at high risk, 12 at medium risk, and two at low risk. The relevant online dating sexual assault safety management risk control strategy was proposed. The overall average risk rating (ARR) was lowered to low risk (L-15) from the original high risk (H-4) and the average risk index (ARI) was lowered to 6.3 from 16.84. The direct indicator of risk (DIR) reached 88.4% indicating an effective evaluation. The researchers proposed instilling revised concepts through family education, increased vigilance to deter crime, elevating the vigilance of physical boundaries, implementing anti-violence education, strengthened background checks on dating platforms, and psychological consultation after medical treatment as a further reference for related online dating management personnel.
