社會變遷對企業聘用人力方式及招募人才條件之影響

The Impact of Social Changes on the Employment Method for Enterprise's Manpower and the Condition for Recruiting Talent

摘要


本研究探討臺灣在社會變遷之下,對企業人力聘用方式及人才招募條件之影響,並針對即將進入職場者提出因應對策。研究首先根據次級資料分析和個案研究結果設計問卷,並選擇在職人士為調查對象,採用立意抽樣方式取得128位有效樣本,問卷編碼後進行描述統計分析。其次選擇對人力資源管理領域專業人士及企業高階主管進行深入訪談,最後歸納出研究結果如下:研究發現台灣趨向少子化及高齡化現象十分明顯,此對職場趨勢及企業聘用政策已產生衝擊,同時對企業之選才條件亦產生影響,造成企業採用彈性工時、作業外包、工作執掌業務導向等措施,增加對約聘工、派遣工及臨時工之需求,而員工外派及長駐海外意願亦較以往提高。此外,研究亦發現當前企業人才招募條件主要有三:良好工作態度、豐富工作經驗及專精專業能力。因此,建議企業必須擬訂吸引和留住人才的策略,妥善設計創新之聘雇模式,以避免未來人力失衡及人才短缺。

The purpose of current study is to explore the influence of social changes on the employment method for enterprise's manpower and the condition for recruiting talent, and propose some proactive strategies for the new applicants in job market. At first, the research is based on the results of secondary data analysis and case study to design questionnaire, while a judgmental sampling survey on the 128 participants was conducted. The coded data was analyzed using descriptive statistics to induct the findings. Secondly, some senior practitioners or executives in the field of human resource management were chosen as interviewers to perform an in-depth interview. Finally, the study revealed that in Taiwan, the symptoms of diminishing children and increasing geriatric population were quite obvious. There were dramatic impact on the workplace trends and enterprise's employment policy, and it also influences firm's condition for recruiting talent. This resulted in increasing demand of flexible work time, operations outsourcing, task-oriented jobs, contractors, odd jobs, and arising the willingness of dispatchers and workers long staying in oversea. Moreover, the study found that three main talent conditions are with good work attitude, rich knowledge and experience, as well as master professional skills. It is suggested that the employers should develop an innovative employment policy to avoid the status of manpower imbalance and talent shortage in the near future.
