直轄市警官領導風格與犯罪績效相關之探討－以高雄為例

Study on the Correlation Between Municipal Police Leadership Styles and Crime Fighting Performance: With Kaohsiung City as an Example

摘要

毒品犯罪為全民公敵，更是政府警察部門積極查緝及防制的重要工作。筆者透過參與觀察，以「交易型領導」與「轉換型領導」之內涵，試圖探究高雄市警察分局長領導風格與毒品犯罪偵查績效間之關聯，以幫助警察幹部有效領導。經與三位分局長訪談並分析不同分局級別的毒品偵查績效，發現兩者有其相關性，分局長運用轉換型領導是有效的，而交易型領導是必需的，兩者應為雙軌並行，惟需考量內、外因素來調整彼此之配重。此外亦發現「科技偵查」的重要性，及其與傳統偵查技術之世代差異，建議可再研究轉換型領導是否能改變現有的警察組織文化。

Drug-related crimes, it's positive drug inspection and prevention is an important work of police department. Analyze the relationship between the leadership of Chief of Precinct in Kaohsiung and performance of drug-related crimes investigation in order to help police officers lead effectively. By interviewing three Chiefs of Precinct, there was a positive relationship between the level of the precinct and performance of drug-related crimes, both transactional leadership and transformational leadership is proficiency and necessary for Chief of Precinct. The point is considering internal and external factors to adjust the ratio. Besides, this study reveals the importance of high technology crime investigation, but shows the difference between it and traditional crime investigation. Finally, providing a research direction which is whether transformational leadership can change the existing police organizational culture.
