108年度食品添加物輸入業者完善自主管理之分析

Analysis of the Advanced Self-management of Food Additive Importers in 2019

摘要


食品業者自主管理為提升食安管理重要的一環,依食品安全衛生管理法相關規定,特定規模之食品添加物業者應強制實施自主檢驗及訂定食品安全監測計畫等一級品管要求事項。本研究藉由食品藥物管理署(下稱食藥暑)107年10月29日公告之食品安全監測計畫指引基礎版(自檢表C版),於108年執行41家食品添加物輸入業者輔導,結果顯示經輔導後39家業者皆已依規定執行強制檢驗,其餘2家後續將轉請轄區衛生局加強稽查。在訂定食品安全監測計畫方面,結果顯示:危害分析為食品添加物輸入業者最需加強之重點項目,其次為回收銷毀以及運輸管理。綜整研究成果發現,仍有部分食品添加物輸入業者尚不熟稔相關法規,經輔導後多已改善,顯示持續宣導法規及辦理業者教育訓練之重要性,食藥署仍將持續運用說明會及文宣教材宣導教育業者,後續亦將嘗試開發可協助其確認法規符合性之輔助工具,以協助業者完善其自主管理能力,並透過不定期稽查進行監督管理。

Food industry self-management is an important part of improving food safety management. According to Act Governing Food Safety and Sanitation, specific size for the food additives industries shall implement self-testing and enact food safety monitoring plan. In this study, 41 food additives importers in 2019 based on the basic version of the Food Safety Monitoring Plan Guidelines announced by the Food and Drug Administration (TFDA) on October 29, 2018. The results showed that 39 of 41 food additives importers have performed mandatory independent testing. Local health bureau will conduct follow up inspection for the remaining 2 food additives importers. For food safety monitoring plan in food additives importers, the top three priorities for improvement are as follows: hazard analysis, recycling and destruction of the products, and transportation management. Comprehensive results found that some of food additives importers are still not familiar with the relevant regulations. However, the familiarity with the regulations had improved through counseling visit. The results revealed the importance of conducting regulation training constantly. In the future, TFDA will continue educate food additives importers by holding conferences, lectures and developing auxiliary tools that help them comply with the regulations, as well as improve their self-management capabilities.
