離島金門志願服務推廣中心角色定位與功能期待之研究

A Study on the Roles and Functions of Kinmen Volunteer Service Development Center

摘要

金門整體社福環境及志願服務發展有別於台灣，金門縣志願服務推廣中心（以下簡稱志推中心）於105年掛牌，採和多數縣市不同的公辦公營模式。志推中心如何因應地方特殊性及在地志工組織需求以利志願服務推動是值得重視的議題。本研究採質性半結構深度訪談方式，立意取樣志推中心相關行政人員5位及志工組織領導人員5位，探討金門志推中心角色定位與功能、志推中心與志工組織的互動以及志工組織對志推中心的角色期待等。研究結果發現：一、扮演志工人力媒合者是志推中心認為其最應發揮的角色，但或受限人力或因公辦公營，目前多以執行法規或政府賦予的業務為主；二、因志推中心的推廣及對中央社福考核指標的重視，志工倍增，但也衍生出更多管理議題；三、志工組織對志推中心認識不足、雙方互動以例行業務為主；四、雙方對志推中心角色功能定位期待有落差，志工與表揚與輔導志工業務是雙方共同提到的。本研究根據研究結果提出對金門志推中心角色及功能定位以及回應志工組織需求的一些具體建議。

The social welfare environment and the development of volunteer services in Kinmen are different from those in Taiwan. Kinmen Volunteer Service Development Center was established in 2016, which adopted management by government different from most counties and cities in Taiwan. It is an issue worth studying that how the volunteer center responds to the local special characteristics and the needs of local volunteer organizations to facilitate the development of volunteer services. This study adopted a semi-structured interview method, interviewing 5 staffs of the volunteer center and 5 leaders of the volunteer organizations to discuss the roles and functions of Kinmen Volunteer Service Development Center, the interaction between volunteer organizations and the volunteer center and the volunteer organizations' expectations for the roles and functions of the volunteer center. The main findings of this study are as follows: 1. Acting as a volunteer human resource matcher will be the most important role that volunteer center, but due to manpower limitation or management by government, it mainly implements governmental legally mandated services. 2. Volunteers have the fast increasing due to the promotion of the volunteer center, but more management issues have also been derived; 3. The volunteer organizations do not have sufficient understanding of the volunteer center, and interaction between the two parties are mainly focus on routine business; 4. There is a gap between two sides in the expectation for roles and functions of Kinmen Volunteer Service Development Center. Based on the conclusions, this study provides some suggestions about the roles and functions of Kinmen Volunteer Service Development Center and to respond to the needs of volunteer organizations.
