本研究開發與建置之農業洪澇預警平臺主要使用中央氣象局之相關定量降雨預報資料、水利署水情監測資料、農田水利署灌溉排水圖資與自動監視影像等作為基礎資訊來源,另外亦針對農糧署重要農業生產區土地利用現況資料回饋與災害情境模擬等功能進行展示。本系統透過減災、防災所需的巨量資料,藉由不同單位與機關之整合,以達到快速反應現地農作物狀況,結合即時水情監測資訊,建置農業防災之土地管理機制,並且善用歷史災害經驗,建立完善之防災資料庫與易致災情資,可進一步減少洪澇災害對於農作物與農業設施所造成的經濟損失。研究範圍以雲林縣西螺、二崙為研究區域,並以2012年之蘇拉颱風事件為驗證案例,利用中央氣象局預報雨量資料計算各村里之預警燈號,計算結果與蘇拉颱風實際在當地造成之災損結果大致相符,顯示該預警系統未來可經過不同作物淹水損失曲線之製作應用至其他地區農業洪澇災害損失分析。
An early warning disaster platform for agricultural information is built in this study. The database of this system contains rainfall observations, its quantitative precipitation forecast data, the hydrological monitoring data, irrigation canal data, land cover maps, district maps, road network maps, and digital terrain. The system also presents the land use of the specific agricultural zone and the disaster simulation scenario. It quickly reflects the current crops conditions. Based on the meta data of disaster management, the system needs to gather information from different agencies, and the combined real-time monitoring information, the management mechanism of the agricultural land are included. Further, it can reduce the economic losses caused by floods that the use of historical disaster experience and establish a comprehensive disaster prevention database and disaster-prone information. The study area is Xiluo and Erlun in Yunlin County. The Typhoon Sura in 2012 is selected for a verification case. According to the quantitative precipitation forecasting weather information of Central Weather Bureau, the pre-run flooding potential area and the warning signals could be calculated. The predicted results of the warning signals are roughly match the actual agricultural losses. The results showed the warning system should be popularized to other agricultural areas by the implication of the flooding-loss curves of different crops. By this way, the early warning information and the benefit of a construction works can be evaluated.
