身心障礙法定需求評估與個案管理服務整合之研究

A Study on the Integration of Legal Needs Assessment and Case Management Services for the Disabled

摘要


本研究以各縣市身心障礙法定需求評估、法定福利服務銜接與個案管理的現況與整合為研究焦點,透過全國6場次焦點團體訪談需求評估人員、身心障礙個案管理人員,瞭解各縣市的法定需求評估服務與身障個管連結現況及對服務期待的合作模式。研究發現:法定需求評估與個案管理服務必須整合、清楚的服務銜接機制、良好的夥伴關係、完整的教育訓練。本研究建議:回歸身心障礙者本身需求提供確實的服務、專業人力與督導在服務上共同規劃、完整互通的教育訓練、重視社區資源建構。爰此,落實身心障礙權益保障法讓法定需求評估與後端服務主動銜接,及適時依身心障礙者需要提供個案管理服務,是整體身心障礙服務的主軸與方向。

This study focuses on the current status and integration of legal needs assessment procedures for the disabled in individual counties (cities), the connection between the procedures and legal welfare services confirmed by assessment, and case management, conducting 6 sessions of focus group interviews to obtain information about the current status along with information about the kind of cooperative model for the above two services in expectation. The study found that legal needs assessment and case management services must be integrated with clear service connection mechanism, partnership, and complete education and training. The study suggests that social workers need to go down to the disabled's needs. This said, consistent implementation of People with Disabilities Rights Protection Act and relevant regulations, and timely provision of case management service according to the demand, should all be the direction of the overall disability service.
