我國海洋運動政策與法規之評析

摘要

近年來，海洋事務包括海洋運動及海洋遊憩活動參與備受重視，政府也制定一些相關的政策與法規以因應海洋運動發展的需要。然而，對於政府有關海洋政策和法規的推展，國人並無充分的了解及參與。因此，為了能夠了解政府有關海洋運動政策與法規的影響，以及制訂更貼近國人需求的發展方向；本文將透過海洋運動發展背景的分析、海洋政策與法規中有關海洋運動推展部分及內容的相關文獻探討，並列舉實務案例討論等方式來進行研究。結果顯示在海洋運動政策之推展要務及策略上，以建構系統化海洋運動管理機制及推展海洋運動多元教育、人文及科研為要；而海洋運動法規之推展要務及策略上，則應以重視海洋觀光遊憩產業之經營與管理，以及修訂符合國人參與之法規為重。期望政府在日後能有更具體的政策與法規，促使我國海洋運動朝向永續發展的願景。

Recently, marine affairs including participation of marine sports or marine recreational activities are emphasized in Taiwan. The Government also executed several policies and regulations to meet the need of the development of marine sports. However, the effects of the government' marine sports related policies and regulations are not well-known. In order to understand the impacts of the Government' marine sports related policies and regulations, the backgrounds, literature, contents of marine sports policies and regulations are reviewed and analyzed. Some case studies regarding marine sports related policies and regulations are discussed as well in this study. The findings of this study suggested the priorities of executing Government's marine sports related policies are to build systemic mechanism of management. Further, multicultural education, humanities and studies of marine sports should also be cared by our Government. In sports related regulations, the government should emphasize especially on the management and administration of marine tourism and recreational industry. It is hope that the government can adopt feasible policies and regulations for the sustainable development of marine sports in Taiwan.
