警察特考四等考試再精進之研究

A Study on Improved for Fourth-Degree National Examination of Police Officers

摘要


「警察人員」被類歸為我國政府的公務人員,「公務人員」依法必須經由國家考試及格後任用。我國基層警察人員的進用,目前主要有兩大模式:「教、考、用」與「考、訓、用」。這兩大警察人員的進用模式,無論是模式的本身,還是專業核心職能的養成,或是養成後的畢、結業人員的適任性,各有其競爭之優勢與劣勢。惟近年來,屢有將四等部分恢復早期「單軌」的進用模式,或建立單一「考、訓、用」進用模式度之爭議。現今警察組織基層人員進用的「雙軌制」,是經由數十年來演變、改革所衍發而成的制度。實施十年來,無論是用人機關,還是現職人員,基本上都支持並贊成。改革,是要更好、更精進,而不是回到歷史的原點。本研究的研究設計,主要是文獻探討法的運用-蒐集相關研究著作、論文、期刊雜誌報導,或研究報告等資料,加以參考歸納。本論文之撰寫,主要分為伍大部分,分別為:壹、前言;貳、研究動機與目的;參、我國警察組織基層人員進用制度的變革與演進;肆、警察特考四等考試相關議題探討;伍、結論與建議。

"Police officers" are classified as civil servants of our government. "Public servants" must be appointed after passing the national examination in accordance with the law. There are currently two main models for the recruitment of grassroots police officers in our country: "teaching, testing, and using" and "testing, training, and using." The entry mode of these two police officers, whether it is the mode itself, the development of professional core functions, or the competence of the graduates and graduates after training, each has its own competitive advantages and disadvantages. In recent years, there have been frequent controversies about restoring the fourth grade to the early "single track" mode of use, or establishing a single mode of "examination, training, and use" mode of use. The current "dual track system" is a system developed through decades of evolution and reform. In the ten years since its implementation, both the employing agency and the current staff have basically supported and agreed. Reform is to be better and more diligent, not to return to the original point of history. The research design of this study is mainly the application of the literature exploration method-collecting relevant research works, papers, journal reports, or research reports, etc., for reference and induction. The writing of this thesis is mainly divided into five parts, which are: 1. Preface; 2. Research motivation and purpose; 3. Reform and evolution of the grass-roots personnel recruitment system in my country's police organizations; 4. Issues related to the fourth-class police special examination Discussion; 5. Conclusions and recommendations.
