摘要


由29個歐洲國家在1999年簽署的《波隆納宣言》,其主要目的是在2010年建立歐洲高等教育區。歷經10多年來的努力,由47國所共同執行的波隆納進程,其成果逐漸顯現。然而,從歷年波隆納追蹤小組所提的績效清查報告中,顯示出各國仍尚未完備建構歐洲高等教育區之條件;因此,各簽約國部長特別在2010年召開波隆納10週年大會,除了檢視實施成效外,亦探討波隆納進程下一個10年的執行方式,以期待2020年所呈現的歐洲高等教育區。為瞭解波隆納進程最新的執行狀況,本研究採用文件分析法,透過波隆納10週年大會相關文件與2012年執行報告及公報之檢視,描繪出波隆納進程的發展至今的整體面貌與特色。本研究歸納結論為:一、「歐洲高等教育區」基本架構已備,更多細節亟待2020年前完成;二、波隆納進程執行至今,以「學位體系的入學管道」指標表現最為良好,「外部品質保證的國際化」指標表現最不理想;三、總體而言,波隆納進程在執行的各個層面上,如何處理「均衡發展」仍是一重大挑戰。最後依據結論提出對臺灣的建議,包括應注重高等教育評鑑事項的國際化與學生參與、應更重視學生學習成果,以及仍須繼續加強歐洲高等教育區與波隆納進程未來發展之研究。

The main purpose of Bologna Declaration which signed by 29 countries in 1999 was to established a competitive and attractive European Higher Education Area (EHEA) in 2010. After 10 years to implement the Bologna Process, the results of EHEA gradually revealed. However, according to the 2009 Stocktaking report by Bologna Follow-up Group (BFUG), EU countries still need to strive for more coherence between their policies, so the Bologna Ministerial Anniversary Conference 2010 asked the BFUG continually to proposed measures to facilitate the proper and full implementation of the agreed Bologna principles and action lines across the EHEA, to ensure Europe will be able to successfully face the challenges of the next decade. This research mainly, by adopting the method of document analysis, attempted to review the related documents of Bologna Ministerial Anniversary Conference 2010, Bucharest Communiqué and Bologna Process 2012 implementation Report. The conclusions of this research as follows: 1. The framework of EHEA has been established, but more details urgently completed by 2020. 2. According to Bologna Process implement report, the best performance of the indicator is "access to the next cycle", and the worst is "level of international participation in external quality assurance." 3. How to reduce the gap between high scored and low scored countries in Bologna Process's indicators would be the major challenge in future.
