從台灣推動TTQS觀點論企業文化對企業培訓、組織績效的影響

A Study on the relationship between corporate training practices and organizational performance of Taiwan TTQS

摘要


「行政院勞工委員會職訓局」於2005年開始推動台灣訓練品質評核系統(TTQS),建立訓練品質規範,以提升人力培訓的品質與績效,進而協助勞工提升職場競爭能力。本研究目的藉由TTQS的觀點,探討企業文化、企業培訓與組織績效的關係,並解釋高階主管支持、企業文化對企業培訓、組織績效的影響。本研究針對台灣及大陸地區企業共收得244份有效樣本,以線性結構方程式分析後發現,高階主管支持度愈高者,非財務績效愈佳,亦即員工士氣與生產力會愈高,並且企業文化強度愈高者,財務及非財務指標均表現較佳。本研究據此建議,高階主管應重視強化企業文化以及全力支持員工培訓,其不僅可凝聚員工向心力,並能提高組織整體績效。

The TTQS (Taiwan TrainQuali System) has been implemented since 2005 by the Taiwan's Bureau of Employment and Vocational Training. TTQS helps to set up the training quality and specification for Taiwan's companies, to advance the quality and performance of corporate training, and to improve competitive competence for corporate employees. In this study, we start from the views of TTQS and attempt to examine the effects of corporate culture on corporate training practices and organizational performance from the cross-strait enterprises. The study collcets the data from 244 corporations in both Taiwan and Mainland China, and apply the LISREL to examine the relationships among corporate culture, corporate training practices, and organizational performance and the effects of senior management support, the strength of corporate culture, and corporate training practices on organizational performance Finally, according to findings, we make some suggestions for business implications and further research. The higher senior management support is, the better non-financial performance is made. That means employees' morale and production will make higher. The higher strength of corporate culture is, the better financial and non-financial performance is made. Hence, we suggest that senior management should pay more attention on reinforcing the corporate culture and give their wholly support to employee s training, which can help not only with team building, but also with strengthening the organizational performance.
