審計新村變身記-城市文化治理與創意場域形構

Story of the Transformation of Shen Ji New Village, Taichung: City Cultural Governance and the Formation of Creative Fields

開發於1969年的臺中「審計新村」,原為臺灣省政府審計處員工宿舍,後因精省等因素致宿舍閒置,多年來沈靜封閉於熱鬧街肆中,直到在地社區文化工作者的積極介入,引入「小蝸牛市集」,打開封閉多年的老屋宿舍群,也帶來人潮與潛在商機。經由社區組織工作、都市領域專業者、在地的大學與公部門之間的協力網絡,臺中「審計新村」儼然變身為閒置老屋(宿舍)群的活化經典/成功案例。「小蝸牛市集」成為在地活化空間場域的年輕創意品牌;臺中市政府引入輔導青年創業的政策,創意工作者群聚於此,帶動與改變場域氛圍;國有財產局樂於以此為活化閒置國有財產的政策成績;居民與觀光客愉悅地享受延伸勤美誠品、綠園道與國美館等周邊藝術設施與文化觀光景點。然而,一個看似「結局」美好、振奮人心的閒置宿舍群變身記,是經歷了什麼樣的發展過程?不同社群與行動者的介入,如何經由各個場域的作用力,而共同串聯起這個網絡化的治理呢?藉由深入訪談與文獻資料的整理,本文從都市文化政策的脈絡為基礎,以「創意場域」概念所框架的多元網絡為分析視角,以期理解、詮釋或解構這個變身記。研究發現固然凸顯了多元「網絡治理」力量視角的有效性。然而,這個變身過程中凸顯的空間不正義現象,或許是城市文化治理與創意城市思維中,更值得持續關注的課題。

Shen Ji New Village in Taichung, central Taiwan was built to house employees of the Audit Office of the Taiwan Provincial Government in 1969. In 1988, due to the diminishing role of the provincial government, it fell into disuse and disrepair. Unwilling to see it remain idle, a group of young people organized a creative market, The Lole Market, and re-opened this dormitory village at the end of 2013. These efforts have brought people to and created business opportunities in the area. Through collaborations among community organizers, urban professionals, local universities and the public sector, Shen Ji New Village has become a successful case of revitalization and The Lole Market a young creative brand. In addition, the Taichung City Government has initiated the Catch-Star Project to gather together young entrepreneurs to drive and change the atmosphere of the area. The National Property Administration has viewed this as a noteworthy example of the activation of idle state-owned property. Moreover, extended art facilities and cultural sites have developed to the delight of residents and visitors. However, it is necessary to explore the developmental process of Shen Ji New Village, especially how the interventions of communities and actors led to networked governance through the forces of different creative fields. Research methods included in-depth interviews and compilation of relevant documents. The aim of this study was to understand, interpret, and deconstruct the process of revitalization within the context of urban cultural policy and from the analytical perspective of multiple networks framed by the concept of "creative field". The findings of this study demonstrate the effectiveness of applying multiple network governance forces in the revitalization of old government buildings. However, the spatial injustice that occurred during the transformative process deserves attention in terms of urban cultural governance and creative city thinking.
