我國故宮博物院圖書館之沿革與展望

Research on the History and Prospects of the National Palace Museum Libraries

摘要


本文試藉爬梳民初迄今,故宮圖書館事業之發展沿革與理念形塑等歷程,並以其營運脈絡與核心價值,針對當前困境與願景展望,找出關鍵所在與擘劃對策。因此,作者先以文獻探討與史料歸納等途徑,回顧故宮圖書館事業的演化變遷。如1925-35年,北京故宮於壽安宮設立對外開放的故宮博物院圖書館,又先後開闢景山西大高殿和太廟兩個圖書分館。1933-64年,歷經對日抗戰、國共內戰,部分典籍文獻轉進抵臺的烽火遷徙,而陷入分裂與低潮。1965年,臺北故宮圖書館開館(數度擴遷圖書室而成圖書文獻館)。2017年,嘉義南部院區設立亞洲藝術文化資料中心。其次,研究發現故宮推動圖書館事業由京發展至海峽兩岸,迄今約近百年,雖曾顛沛波折卻未消解。反因持續形塑館藏特色、拓展服務範疇與強化營運功能的發展格局,建構出傳承中華文化、厚植學術資源、服務社會大眾的核心價值,呈現有別於國內專門圖書館群的經營風貌。然而,研究也顯示近來故宮圖書館在經營定位上多遇窘迫,似受環境變遷與資源侷限等因素影響而越發明顯。最後,作者基於上述研究發現,建議故宮未來布局圖書館事業,應以「恪遵三大核心價值」與「提供友善多元服務」為前提,全力面對日漸嚴峻的營運挑戰,並朝向打造文化交流共享平臺的願景邁進。

The aim of this article was to explore the key elements and strategies for resolving current issues and fulfilling the vision of the National Palace Museum (NPM) libraries based on historical context and core values. First, evolution of the museum's librarianship was reviewed using relevant literature and historical materials. From 1925 to 1935, the NPM opened its first library in Shou'an Palace of Beijing's Forbidden City, followed by two branches in the Jingshan West Great Hall and the Great Temple, respectively. Between 1933 and 1964, museum operations were disrupted due to the War of Resistance Against Japanese Aggression and the Chinese Civil War. Consequently, part of the collection was moved to Taiwan. After several renovation and expansion projects, the NPM Library was founded in Taipei in 1965 and the Asian Art and Culture Archives were established in the NPM's southern Taiwan branch in 2017. Second, over the past century, the NPM has promoted librarianship even in tough times. By consistently shaping the features of the collection, expanding the scope of services, and enhancing operating functions, the core values and management characteristics of these libraries have come to distinguish them from other special libraries in Taiwan. These include the inheritance of Chinese culture, the enrichment of academic resources, and the provision of services to the general public. However, the museum has encountered difficulties in positioning its libraries in the face of resource constraints and changing circumstances. Finally, based on the findings of this research, it is recommended that the NPM adopt a strategy for librarianship to overcome operational challenges and create a cultural exchange and sharing platform, while observing core values and providing user-friendly services.
