里長與店家對街友的認識及協助意願:以士林區為例

Chiefs of Village or Shopkeepers' Understandings of and Willingness to Provide Assistance for Homeless People in Shilin District, Taipei

摘要


研究者從實務經驗中發現,對街友而言,社區中最常面對或尋求協助的對象是里長和店家。如能了解里長或店家對街友的態度、提供協助的意願,可豐富街友的社區資源,讓街友能與社區共融生活。因此有了進行此研究的動機。研究者採問卷調查法,了解在臺北市士林區的里長和店家對街友的認識、及願提供給街友的協助。研究者自行設計問卷,包含基本資料、街友資訊來源、街友接觸經驗、及願意提供的協助等。問卷題項形式以選擇題及簡答題為主。在2019年四月到五月間,研究者接觸臺北市士林區15位里長、53個店家。其中有15位里長、28位不同店家內的人願回答問卷。剔除四份無效問卷後,共39份有效問卷。大部分里長或店家曾在社區中看過街友、接觸過街友,且表達願意協助街友;多從傳統大眾媒體,例如報紙或電視,看過有關街友的言論。他們對街友多抱持「衛生習慣差、身心狀態不佳、個人選擇成為街友」等看法。他們對有人成為街友的看法也傾向從個人因素解釋,包括「有精神疾病、家人關係不好、經濟狀況不佳」等;他們認為能讓街友與社區共同生活還是以「機構管理、加強就醫協助或就業輔導」等治療性措施、殘補式措施為主。作者最後針對相關議題進行討論、並提供建議。

From our working experience, we found that homeless people usually seek assistance from chiefs of village or shopkeepers. More understanding of their attitudes toward, and willingness if they would provide assistance for homeless people , it would help to create the inclusion of homeless people into communities gradually. It is the intention for this research. A survey method with structured questionnaire was used. Experiences of contacting homeless people, and the information about homeless people, attitudes toward homeless people, the assistance they would like to provide for homeless people, and individual information were collected in the questionnaire,. Between April and May, 2019, 15 chiefs of village and 53 shopkeepers were interviewed from the Shilin District of Taipei City; and finally there are 39 valid questionnaires, including 15 chiefs of village and 24 shopkeepers. Most of the surveyed chiefs of village or shopkeepers have seen or contacted homeless people in the community, and express their willingness to assist them; most of them have received information about homeless people from traditional mass media, such as newspapers or TV. They tend to considers homeless people as people "having poor hygiene habits", or "being in poor physical or mental conditions." They also tend to consider that someone become homeless because of "mental illness", "poor family relations", or "poor financial status". Based on the views regarding homeless people, they also think that medical assistance or employment services are good services for homeless people. Some issues and suggestions are discussed to help social workers, chiefs of village, or shopkeepers to provide more appropriate services for homeless people.
