3回目の党中央「歴史決議」と以後の中国―第20回共産党大会に臨む習近平と中国の展望―

2021年11月に開かれた党第19期6中全会で、「党の百年奮闘の重要な成果と歴史的経験に関する中共中央の決議」を採択した。これは1945年の「若干の歴史的問題についての決議」、1981年の「建国以来の党の若干の歴史問題に関する決議」に続く3度目の「歴史決議」と呼ばれるものである。建党以来、わずかに3回しか採択されていない「歴史決議」はどのような意味を持つのであろうか。少なくとも今回の「決議」はそれまでの2回の「決議」で見られた、その時点での最高指導者が、前段階の指導者もしくは彼らが実践してきた結果を否定し、自らの正当性を強調するといったようなものではなかった。習近平は、依然としてその権力基盤は盤石なものといえるほどではなく、秋に迎える第20回党大会でトップの座を引き続き堅持するために、この「歴史決議」は習の権力．権威を高めることを目的としたものであった。しかし、新型コロナ、ウクライナ問題など難しいかじ取りを迫られ、情勢は流動的である。

This is called the third ＂History Resolution＂ following the ＂Resolution on Some Historical Issues＂ in 1945 and the ＂Resolution on Some Historical Issues since the Founding of the Country＂ in 1981. They have been held only three times since the party was founded. What does this ＂history resolution＂ mean? In the previous two ＂resolutions＂, the supreme leader at the time denied the previous leaders and the results and legitimacy of their regimes to consolidate their ruling power. Unlike the previous two ＂resolutions＂, the third ＂resolutions＂ did not continue the same approach. It seems that Xi Jiping is still far from stabilizing in his power. This ＂History Resolution＂ was aimed at amplifying his power and authority to continuously preserve Xi's leadership position at the 20th Party Congress in fall 2022.
