As Guangdong-Hong Kong-Macau Greater Bay Area is situated in the significant position of development in our country, the quantity and the quality of education in this area cannot be neglected. The specialty of Greater Bay Area lies in Hong Kong and Macau, which are overseas cities but in our country. According to this, Greater Bay Area is able to integrate Chinese and foreign resources in educational cooperation more effectively and infuses international educational models into Guangdong. Based on new institutionalism, this article analyzes the institutional legitimacy of cultivating international talents and establishing university culture in Guangdong-Hong Kong cooperative education and suggests that both cultural cognition and policies practices are aware of in the future development.
