摘要

在現今科技發展迅速的世代，快速輪之海上運輸是海上交通的不可或缺的工具，快速輪亦帶給人們方便的生活，而快速輪的發達帶動了島嶼間商務與觀光的發展，因此電子商務速輪之海上運輸也跟著逐漸普遍，而快速輪之海上運輸中與人們生活最接近，也是人們最關心的安全議題、緊急應變、船難處理，等議題。國際公約的規範對海事事件的層出不窮似乎無法有效的抑止，因此海運界都在積極的找尋海事發生原因與答案。船舶安全和保護環境之國際公約，在1994年之前就已得到世界上普遍的接受，船舶要求的標準也不斷的提高，但是全世界的海事案件並沒有明顯的下降，特別是重大的海事案件還有所增加。這種情況說明兩種可能的狀況：（一）國際公約對設備問題與管理上缺失尚有應加強部分（二）國際公約可能沒有得到有效的執行。「客輪安全倡議」的預防、安全區域、提升存活率、監管體制的靈活性、遠離搜救設施所在的作業五大範疇法規面的健全，但在旅客面之落實於知法、用法、適法的教育應該更為強化與改善。

The international conventions on ship safety and the protection of the environment have been universally accepted before 1994, and the standards required by ships have been continuously improved, but there have been no significant declines in maritime cases around the world, especially in major maritime cases. Increased. This situation clarifies the possible conditions: (1) The international conventions should be strengthened for the lack of equipment problems and management. (2) International conventions may not be effectively implemented. The prevention and security areas of the Passenger Transport Safety Initiative: the improvement of the survival rate, the flexibility of the regulatory system, and the improvement of the five major areas of the operation of the search and rescue facilities, but the education of the passengers in the knowledge, usage, and law-abiding should be More strengthening and improvement.
