摘要

川普政府「一個中國」政策在「通話門」之後備受矚目，儘管美國政府反覆強調其「一個中國」政策的穩定性，但川普政府執政下的美臺關係互動頻繁、實質性合作呈現深化趨勢，直接導致美國「一個中國」政策的穩定性與有效性深受影響。美臺關係互動與美國「一個中國」政策結構化發展密切相關，該政策在兩岸關係上的平衡效應以及政策內部的平衡性需求，導致川普政府時期「一個中國」政策呈現出兩面性特質，並且在中國崛起的背景下致使政策結構呈現「重臺輕陸」特徵。

The One China Policy in Trump Administration has attracted much attention from the ＂call conversation door＂ with Tsai Ing-wen. Although the US government has repeatedly stressed the stability of its One China Policy, the frequent interaction between the US and Taiwan and the deepening trend of substantive cooperation under Trump Administration have directly affects the stability and effectiveness of the One China Policy of the United States. The interaction between U.S. and Taiwan is closely related to the structured development of the One China Policy of the United States. The balanced effect of the policy on cross-strait relations and the balanced demand within the policy led to the dual character of the One China Policy in the Trump administration period, which resulted in the policy structure showing the characteristics of ＂emphasizing Taiwan over land＂ under the background of the Rise of China.
