軍事工程績效評量指標之探討―以標案管理系統品質查核為例

軍事工程係屬國家公共工程之一環,工程良窳受到主辦機關、專案管理、設計監造及施工廠商之督導及履約能力影響甚巨,公共工程委員會每年均針對中央各部會進行年度施工品質考核,評鑑查核小組執行績效,藉由表揚考核成績優異機關提升榮譽感,國防部自 103 年至 107 年評鑑成績區間落於第 9 名,顯見工程品質之提升刻不容緩。行政院公共工程委員會制定「標案管理系統」品質查核項目,國防部每年平均輸入上百件工程查核結果,迄今尚未以資料科學的觀點,從中歸納有助於提升工程品質之關鍵因素,實為目前軍事工程所需探討之課題。行政院公共工程委員會規定工程品質查核成果均須回饋於「標案管理系統」品質查核項目內,國防部每年平均執行超過千件工程案量,金額超過二百億以上,以 103 至 107 年度有效輸入 3 千多筆查核缺失態樣分析,歸納出影響工程品質關鍵因素並分析權重,運用平衡計分卡,建立預判風險因子,擬訂問卷,與負責軍事工程政策、計畫與執行之各層級專家進行訪談,透過 AHP 層級分析法,探討影響工程品質關鍵因素、權重及預先防制與管理的作法,再藉由專家訪談建立績效評量指標,以作為軍事工程年度執行成效及履約督導之參據,進而提升整體工程品質。

Military construction is a sector in the national public constructions. The construction quality is strongly dependent on the organizer, project management,design and supervision, as well as directions and the ability to fulfill the contract by the construction company. The public construction committee performs an annual construction quality audit on the ministries of the central government. This assesses the performance of the auditing groups, praises agencies with outstanding assessment results to raise their sense of honor. The Ministry of National Defense had been rated 9th between the years 2014 and 2018, demonstrating the urgency to improve on construction qualities. The Executive Yuan Public Construction Committee had formulated the Bid Management System quality auditing list. The Ministry of National Defense inputs hundreds of construction auditing results on average annually. However, up till now, they have not been successful in inducing the key factors to improve construction qualities from the view of data science. This is a current issue to be investigated in terms of military construction. The Executive Yuan Public Construction Committee requires the results of construction quality audits to be input into the Bid Management System quality audit list. The Ministry of National Defense execute more than a thousand construction projects on average annually, with a value that exceeds 20 billion dollars. This research aims to analyze the different types of audit deficiency cases from the more than 3 thousand valid entries input between the years 2014 and 2018, to induce the key factors that hold an effect to construction qualities, also analyze the weight, implement Balanced Scorecard to construct predictive risk factors, formulate questionnaires, as well as interview different levels of professionals responsible for the policy, planning, and execution of military construction. Using Analytic Hierarchy Process AHP to investigate the key factors that hold an effect to construction qualities, the weight, and the method for advance prevention and management. Expert interviews are then conducted to construct the Performance Measurement Index, to be used as reference for the military construction annual execution performance and contract fulfillment supervision, in order to improve on construction qualities as a whole.
