循環經濟導入建築工程之執行與展望-以南港機廠社會住宅為例

摘要


地球為封閉空間且資源有限,在此封閉空間內的任何污染將由生活其中的人們共同承擔。傳統產業為線性經濟概念,自原材料開採、產品製造、使用而後報廢。循環經濟則由規劃設計即考量未來材料的拆解回收再利用,循環建材則可減少原材料開採與工廠生產製造,並降低廢棄物造成的環境衝擊。建築需要大量鋼筋、水泥等營建材料,上述原材料開採將影響產地環境,自工廠生產過程乃至運輸原材料亦消耗大量能源。建築營建業為工業發展火車頭更應率先導入循環經濟概念,採行循環經濟設計將可讓使用期滿的建築,當建築拆解後之建材仍保有最大價值,並提升建材循環再利用率,最後將以零報廢為循環經濟的未來目標。 南港機廠社會住宅為臺北市政府推動循環經濟的標竿計畫與示範場域,並取得英國標準協會BSI BS 8001的循環經濟符合性查核聲明。本研究將以南港機廠社會住宅為例,探討採行循環經濟理念的設計採行作為。研析本案執行家具與家電以租代買(Product-as-a-Service, PAAS)商業模式,讓供貨廠商由製造業轉型為滿足需求之服務業。因目前台灣C2C循環認證家具未普及,且租賃市場提供商品選擇少,租賃費用大幅度高於買斷商品的費用,分析後社會住宅承租戶仍將以買斷家具及家電設備為主。 自建築規畫設計即考量採循環經濟理念之建材,並於建築資訊模型BIM元件中,結合工程總分類碼OmniClass與COBie表單,建立營運管理與後續維護資訊之建材護照資訊。將更多案例的建材護照集中納入建材銀行計畫(Buildings As Material Banks, BAMB)中,發展標準化、模組化易拆卸替換的建材提供循環建材再利用的可能。透過建築循環度計算,可分析從建築設計之建材選用、工法選擇到拆解建材再利用的循環經濟績效評估。 南港機廠社會住宅採行循環經濟設計,藉由本研究案例之執行成果展現,預期未來更多建築設計將由舊有耗能的線性經濟,轉變為創新永續的循環經濟思維。

The earth is a confined space with limited resources, and any pollution will be borne by all who live there. Traditional industries are linear economic concepts, from raw material extraction to product manufacturing, use, and then scrap. The circular economy is based on planning and design, which considers the disassembly, recycling, and reuse of materials in the future. Recycling building materials can reduce the exploitation of raw materials and factory production, and reduce the environmental impact caused by waste. The construction industry requires a large number of steel bars, cement, and other construction materials. The exploitation of the above raw materials will affect the environment of the production area because the factory production process and transportation of raw materials also consume a lot of energy. As the locomotive of industrial development, the construction industry should take the lead in introducing the concept of the circular economy. Adopting a circular economy design will make the building materials retain the maximum value after the expiration of the use period and improve the recycling utilization rate of building materials. Finally, zero scraps will be the future goal of the circular economy. The Nangang Depot Social Housing is a benchmark project and demonstration site for the Taipei City Government to promote a circular economy and has obtained the circular economy conformity statement of BSI BS 8001. This study will take the Nangang Depot Social Housing as an example to explore the design and implementation of the circular economy concept. Analyze the business model of Product-as-a-Service (PAAS) for furniture and household appliances implemented in this case, so that the supplier can transform from a manufacturing to a service industry to meet the demand. At present, C2C-cycle-certified furniture is not popular in Taiwan, and the rental market provides few choices of goods, so the rental cost is much higher than the cost of buying goods. After analysis, social housing tenants will still mainly buy furniture and electrical appliances. Building materials based on the concept of the circular economy have been taken into consideration since the planning and design of buildings. Building materials passport information for operation management and follow-up maintenance information has been established by combining OmniClass and COBie forms in the BIM component of the building information model. More cases of building materials passports will be incorporated into the Buildings As Material Banks (BAMB) program to develop standardized, modular, and easily disassembled and replaced building materials to provide the possibility of recycling building materials. The calculation of building circulation degree can analyze the performance evaluation of the recycling economy from the selection of building materials and construction methods in architectural design to the recycling of disassembled building materials. Based on the results of this case study, it is expected that in the future, more architectural designs will be transformed from the old linear economy of energy consumption to the innovative and sustainable thinking of a circular economy.
