公有停車場增設無障礙設施之效益評估以無障礙昇降機為例

摘要


臺灣這塊寶島隨著土地開發,可使用的空間有限,處處寸土寸金,提供民眾使用的空間也間接受到壓縮,唯一可以有效率提供服務的方式就是利用既有的公共空間,而這些空間唯一的共同點就是須提供停車場地,近年來,政府對於無障礙空間大力推行,若能將其無障礙設施引入公有停車場,對於此似乎是一個有效提升民眾對於施政滿意度的方向。每個計畫的推動都須花費相當的人力、財力及物力,因此推動前的效益評估就相對重要,以臺北市公有停車場增設無障礙昇降機計畫為例,藉由此效益評估方式來分析增設後的效益,並可作為未來政府其他施政規劃預算擬定前的考量。 本研究以五分埔公園地下停車場、金華公園地下停車場、附中公園地下停車場及塔城公園地下停車場為個案研究對象。首先透過文獻回顧方式來瞭解國內既有無障礙設施相關規範的規定、歷程及常見的設施,運用成本效益評估(直接效益)及問卷調查方式(間接效益)對於增設後評估、重要績效表現及願付價格加以分析。 成本效益評估以損益及現金流量的概念來分析,研究結果發現對於增設後營業收入、毛利率及營業利益率有明顯的提升;問卷調查對象針對此四場停車場使用者(當地居民、非當地居民)主要研究結果發現:1.使用者對於增設無障礙昇降機後於公有停車場使用性及周圍環境品質都有很不錯的評價回饋。2.增設無障礙昇降機後對於空間通透性是有一定程度的影響,使用者在此都有疑慮顯示提出。3.對於無障礙空間政策推行,使用者都表示支持,但對於因此增設停車管理費用都表興趣缺缺。建議政府多設置便民設施,讓停車場空間充分利用,藉此增加營運收入盈充國庫。

With the developments of our treasure island, the available resources are more and more restricted for civilians to use and the possible way to provide services efficiently is to take good use of existed public spaces. The spaces in common are to provide parking lots. Recently, great promotion of accessible spaces was made by government. If it is possible to add the accessibility facilities into the public parking lots, that would be a correct direction to upgrade civilians’ satisfaction. It takes relative manpower, money and material resources to execute every project. Thus, it is undoubtedly important to make a cost effectiveness evaluation before we start a project. Take public parking lots increased with accessibility elevators in Taipei City for example, this thesis analyze the effectiveness of increasing the accessibility elevators by effectiveness evaluation and that might be the pre-consideration before planning other public policies by our government. This research take 五分埔公園地下停車場, 金華公園地下停車場, 附中公園地下停車場and塔城公園地下停車場 for cases to study. First of all, we understood the relative specifications, processes and usual facilities of domestically existed accessibility facilities from bibliography. Then, we take cost effectiveness evaluation (direct effectiveness) and questionnaire method (indirect effectiveness) to analyze the evaluations after increasing the accessibility facilities, Important performances and the prices that civilians are willing to pay. With the analysis of the cost effectiveness evaluation and the concepts of cash flow, the results of this research show that the revenue, gross profit ratio and operating profit ratio are obviously upgraded after increasing the accessibility facilities. Questionnaire methods results of the users (locals and non-locals) from the fours public parking lots mentioned before show that:1. good evaluations of public parking lots feasibilities and environment qualities surrounded were feedback form users after increasing the accessibility elevators;2. spaces permeability were influenced to some extent after increasing the accessibility elevators and users proposed such suspects in this research;3. users are in favor of the promotion the accessibility spaces policy but they do not want to pay for the extra parking fee due to increasing the accessibility elevators. As a results, we suggest the government to set more facilities that are convenient for civilians and make effective use of parking lots spaces to increasing operating revenue to add government treasury.
