臺北市國民中學現階段推動資優教育政策之決策分析

摘要


各國實施資優教育的目的,即在於培育國家未來的菁英人才,但目前的資優教育正面臨著許多困難,需要良好的政策加以改善。本研究即運用分析層級程序法(AHP),對於現階段國民中學推動資優教育政策上相關的決策議題進行評測及量化分析。本研究收集統整12位服務於臺北市,現任職於設有學術性向資優班的國民中學之資優班專任教師來進行專家決策分析調查問卷填寫,經由模糊德菲法以及AHP程序步驟來分析驗證對於現階段推動資優教育政策之決策分析,發展出適合的目標層級架構及評估屬性。運用電子問卷的方式,調查臺北市國民中學的資優班專任教師,建立出政策與法規、行政與環境及專業能力的培養等3個根本目標(政策層面),以及其它相關的10個子目標(子政策層面)和35個評估屬性(評估指標)。並將所得之權重等級排序,和三位學校行政人員的訪談結果加以比較,以作為臺北市現階段推動資優教育政策之決策分析時,所應考量投入的教育資源分配權重與優先順序的教育方案相關政策決策參考依據。

The purpose of offering gifted education in each country is to cultivate the elite in the future. However, we are facing a lot of difficulties in gifted education and need propriate policies to improve that. The research has used Hierarchical Decision-making Process in promoting the present policy of gifted education and has collected 12 data from different teachers who are now in charge of gifted class in Taipei municipal junior high schools. Through the Fuzzy Delphi Method (FDM) and Analytic Hierarchy Process (AHP), this research has developed three basic goals of policy, ten sub-basic goals of sub-policy, and thirty-five attributes of evaluation index. According the total weight and ranking, compared with the result of interviewing three school administrators, such as principal, director of counseling and section chief of special education, the research has provided some suggestion for government to promote the present policy of gifted education about the allocation of resource and project of education when making decisions.
