Nowadays, Green buildings become a solution to the same environmental issues. The situation that prevails throughout the country regarding ecological and social problems such as access to energy, water conservation, on-site treatment rainwater, material and resource management, construction waste management caused by the lack of technologies to solve them. In order to solve these problems, this paper will discuss how to promote green buildings and propose a standard for Mozambique as a solution. First, we refer to BREEAM, LEED, EEWH and LOTUS, then provide five categories that can solve the problem and add two indicators that Mozambique really needs. These categories will be the concept of the green building standard that we establish. After interviewing with six experts, they give their opinion on whether the categories they chose were suitable for Mozambique. Also, combining the suggestion by the experts, we try to modify the standard and make it deeply. Second, this paper conducts the survey using an online questionnaire to understand the knowledge of green building and the factors that may affect consumer to purchase of green buildings in Mozambique. The hypotheses divide into three groups: Personal traits, Rational traits, and Social/Mental traits. We do the regression analysis based on E-views software to test the hypothesis by OLS multiple linear. By collecting 312 respondents, we find that “Age,” “Income,” “Environmental-awareness,” “Honor,” and “Trend” are significant on willingness to buy about 5% of green building. Although the adjusted R-square is 26%, it is reasonable according to the real stage of green building in-country. Therefore, it’s important to propose some strategies to promote the green building in Mozambique. In short, the standard decides the seven categories: Energy Efficient, Water conservation, On-site treatment rainwater, Material and resource, Construction waste management, Health, Comfort, and Bio-diversity, which are not only suitable but also focus on three main points: easy to understand, easy to implement and easy to maintain in Mozambique. The standard of censorship and scoring is divided into two stages: the initial stage and the advanced stage. The brief definition, the purpose of the category and the reaching points constitute the first part of the standard. The censorship of the mark is also divided into three levels. As long as the applied building meets the criteria of the score, such as assigned the score for each item and explained how to calculate points. Based on the scoring, the labeling will be separately awarded silver, gold and diamond grade. The government of Mozambique can base on the concept in this paper and modify the strict green building standard for promoting and implementation.
