傳統社區型農業創新發展策略之研究－ 以碧蘿村企業社為例

摘要

碧蘿村企業社是位於石門水庫附近大溪溪洲社區之自耕農，擁有自行耕種的農地，也是當地生鮮蔬果供應商，同時結合自營素食餐廳。於本地自耕、自營的過程中，深感農業的保守與科技的衝突，由於環境與競爭壓力的緣故，對於科技有著想接受又無法入門的恐懼與困擾，但是在面對物聯網等新科技的激烈競爭下，深刻體驗到新一代的農業推廣，就必須由新科技著手，因此，想藉由新科技的知識與方式，結合社區各農民組成一股新的力量，使本地的農業社區能夠有更新、更美好的生活。
本研究文將透過文獻探討以及深度訪談農業專家方式，研究結合資訊通訊科技、六級產業化、合作網絡制度等科技引進，達成農業創新發展策略等農業新觀念、新科技，結合現代雲端管理系統等，期待能夠逐漸地建立起一套提升社區農業經濟價值的發展策略。研究的範圍即以溪洲社區以及碧蘿村企業社為主要的標的，期望在傳統的大溪溪洲社區，能夠以自身的企業社為例，引領附近的農業共同打造出一個具有競爭實力的農業創新發展策略。
在與產官學等專家學者的訪談中，收穫匪淺，並能夠了解在資源與環境非常有限的情況下，如能結合現代資訊科技以及配合社區引入各種產業組合，並與社區農民共同努力之下，結合碧蘿村企業社擁有的經驗，仍是具有一定的社會競爭優勢。同時建議在大溪區各有關單位的協助，以及有專業學者的經驗配合當地農民的積極參與，如能以碧蘿村企業社為案例，是有相當高的機會可以共同打造傳統社區型的農業創新發展策略。

This research focuses on how agribusiness in the marginalized rural community deals with economic and environmental pressures. Faced with highly competitive marketplaces, rural agribusiness can no longer detach itself from emerging IT technologies. As such, the purpose of this research is to examine how farmers engage with new IT technologies to understand better whether they can help overcome economic difficulties and address environmental challenges. To elaborate on this, this project draws on the experience of Bilo Village Company involved in rural development initiatives and conducts semi-structured interviews with agricultural extension professionals. With reference to the case study of Bilo Village Company, this research proposes a rural economic development model which collaborates with local farmers, agricultural extension professionals, and IT companies. The proposed development model deepens our understanding of rural development.
