臺灣中小學校舍耐震安全初步評估方法之研究與改進

A New Procedure for Preliminary Seismic Safety Assessment of School Buildings in Taiwan

摘要


臺灣位於地震帶,地震發生頻繁,國民中小學校舍之耐震能力普遍不足,強震下受損情況常頗為嚴重,為確保人命安全,必須對其進行補強工程,但考量校舍數量龐大且耐震能力不一,政府能用於補強之經費有限,需於補強前進行耐震評估,以識別出最需補強之校舍,發揮節省經費之功效。教育部於民國98年始實施「加速高中職及國中小老舊校舍補強整建計畫」,並委託國家地震工程研究中心技術支援,整合全臺灣中小學校舍結構耐震評估資料且建立完整之資料庫;截至民國102年3月共計6359棟校舍詳細評估資料及結果,資料內容相當龐大且詳盡。   本文以此國震中心之詳細評估資料庫為基礎,進行下列三項工作:(1)蒐集整合重要參數,篩選過濾出較合理之資料,並透過統計迴歸方式,建議適合於校舍結構之基本振動週期、校舍重量等重要參數;(2)審視既有之安全柱量比評估公式,透過迴歸分析改善柱量比與校舍耐震性能之關係;(3)建立校舍一樓總柱量、一樓面積與耐震性能之關係式,進而利用此關係式建立以一樓柱量為耐震指標之校舍耐震安全初步評估公式。此耐震指標經由校舍現地試驗相關文獻與921地震校舍實際震損資料之實算,並與詳細評估之結果比較,證實其對校舍耐震性能之評估具有合理之保守程度與鑑別度。

During the 1999 Chi-Chi earthquake, a significant amount of school buildings were badly damaged or collapsed in Taiwan. Since then, researchers in the National Center for Research on Earthquake Engineering have conducted a series of projects aiming at improving the seismic performance of school buildings in Taiwan. The products of the projects include reconnaissance reports, experimental results for structural components and systems, procedures for preliminary and detailed performance assessments and methodologies and examples for retrofit design of school buildings. Detailed performance assessments have been performed on thousands of school buildings in Taiwan and the assessment results have been collected to form a database (termed DPA database), which provides comprehensive information on dynamic properties and seismic performance of school buildings. By 2013 March, a total of 6359 sets of data had been uploaded to the database. Regression analyses were performed and reported in this thesis using the data provided in the DPA database for the following three tasks: 1) developing the empirical equations or values for the estimate of fundamental period and weight parameters for school structures; 2) modifying the existing formula for column-to-floor ratio used in the preliminary performance assessment of school buildings; and 3) proposing new procedures and formula for the preliminary performance assessment using the total area of column sections and floor area in the 1st Story. The assessment procedures and formula of 3) are validated in this research using the field-survey data reported in the literatures, including the data collected after the 1999 Chi-Chi earthquake.
