我國公職專技人員考選政策之研究

摘要


公職專技人員類科考試設置目的在於政府部門引進專門職業及技術人力,拔擢符合擬任職務專業技術之優質人才,解決機關技術人員進用之困難,本研究目的在從政策評估理論出發,檢視達成政策目的考用合一之程度,並彰顯公私領域人力交流之政策價值。 有關考用合一程度之探討,本文採用政策評估理論評估指標加以檢視,獲致以下結論:本考試政策在應試資格設限上有助於遴選出機關所需具備核心能力的工作者,然考試過程試務程序冗長無法即時甄補人力,甚至受派工作並未能與專業技術領域結合,未能有效達成考用合一,在效能性上尚有改善空間;在政策執行過程中,為符合我國公務體系取才公平公正原則,考試途徑顯係為一較佳的政策執行方法,然需面臨機關提缺排擠效應或留才不易的效率性困境;至於筆試科目在部分調整命題大綱後可在篩選應試者專業知能上具備一定效益,口試方式則是普遍獲得「充分性」的支持;政策執行成果在滿足目標團體需求或價值的程度上具備一定的「回應性」。 本研究透過對利害關係人的深度訪談資料彙整,回應六項評估指標並歸納及分析而提出結論及建議,做為日後研究之參考。

The establishment of national examinations for Public Professionals and Technologists(PPT) aim at Introduce qualifications to contribute to government,to solicit suitable and superior to solve the problem of recruitment. This paper focus on examination and employment issues of PPT based on The Policy Evaluation, highlight the value of public communicate with private enterprise. About the exploration with evaluation index, conclusions are the followings:Eligibility requirements limitation factors conduce to select workers with core abilities required by the agency. However, the prolonged test procedures in the examination process cannot promptly recruit manpower, and even the assigned work fails to integrate with professional and technical fields. Failing to effectively achieve the integration of examination and application, there is still room for improvement in efficiency; In the process of policy implementation, in order to comply with the principle of fairness and justice in the public service system,the examination method is obviously a better policy implementation method. Faced with the efficiency dilemma of squeeze-out effect or difficulty in retaining talents; as for written test subjects, after some adjustments to the proposition outline, they can have certain benefits in screening test takers' professional knowledge, while the oral test method is generally supported by "sufficiency"; policy The implementation results have a certain degree of "responsiveness" to the extent that they meet the needs or values of the target group. This research summarizes the data from in-depth interviews with stakeholders, responds to the six evaluation indicators and summarizes and analyzes the results and puts forward conclusions and recommendations for future research.
