台灣如何轉由留學生出口國至留學生進口國 -時間序列數據研究

How Does Taiwan Become a Recipient of International Students? A Panel Data Study

摘要


本論文之目的和貢獻具有獨特性,本文從一個中高所得國家的角度探討影響國際學生雙向流動關鍵性因素進行研究。現有文獻大多侷限於使用問卷或訪談進行研究國際學生單向流動至單一工業化國家。 本文採用台灣作為個案研究,實證結果顯示台灣逐漸轉變為東亞地區國際學生高等教育的一項選擇。此為反映台灣具有穩定的社會、政治、經濟環境和高度國際競爭力,又因台灣個人平均所得相較其他國家個人平均所得較高,吸引其他國家所得較低之留學生來台灣留學。 由台灣學生前往其他國家留學的動機已經轉變,並有逐漸偏離傳統的傾向,因為過去台灣的留學生大都前往母語為英語之國家留學。過去台灣曾經是國際學生的主要來源之一,此現象已明顯發生轉變尤其前往美國之台灣留學生已明顯趨緩。實證證據對於高等教育管理和相關國家政策提供了重要之涵義。

Unique to the literature, the goal and contribution of this research is the first one to detect critical factors influencing bilateral international student flows from the perspective of new destinations of international students. Previous studies were mostly confined to the one-way flow of students to a single industrialized country and are conducted by questionnaire or interviews. Our empirical findings reveal that Taiwan is emerging to become a regional higher-education hub in East Asia. This is attributed to its stable social, political environment, strong economic competitiveness, and relatively higher income per capita in comparison with some higher-income countries. The patterns of motivations for students from Taiwan studying abroad has evolved and gradually deviated from orthodox concepts: studying in native English-speaking countries. Taiwan used to be a main source of international students and this momentum declined particularly to the USA. The empirical evidences provide profound insights to the management of universities and relative countries’ policies.
