摘要

本論文以日本創新體系中產學合作的TLO組織做研究。將大學與企業做結合、整合也可視為一種技術，是一種創新。而這種創新體系能夠不斷產生新事業、甚至新的產業，對於國家來說是一種持續創新能量的機制建構與維持。
雖然產學合作的帶動經濟波及效果，從而改善國家經濟的競爭力，然而日本的TLO組織並非全部都是獲利狀態，如此TLO組織經營的兩極化情形差距仍擴大中。因而，本論文從歷來的TLO相關法案的修改調整，了解國立大學與私立大學在技術移轉與創新中面臨的不同問題點。並且以標竿典範做個案探討，分別針對國立大學與私立大學中三種TLO組織的型態進行深入分析，包含移轉的件數、專利的收入等等，以及國立大學法人化前後的差異性等，特別是國立大學法人化前後的改變。因而希望能在TLO組織的比較分析上能夠得出在不同體制或條件下如何選擇搭配最適當的TLO組織與其經營模式。
時至今日，產學合作已是全球性之趨勢，從美國、歐洲、乃至中國大陸都蓬勃發展其中。產學合作乃是國家建立自身的創新制度的一個良好方式，如能藉由此一持續性的創新制度的維持，相信也將能進而產生源源不絕之競爭泉源了。

This paper focuses on the TLO research of university-industry cooperation in the Japanese innovation system. Combining and integrating university with industry could be considered as a technology and innovation. This innovation helps to continuously generate new businesses and even new industries, which is precisely a structural mechanism and maintenance of continuous capacity creation for countries.
In spite of the economical fluctuations and effects brought by university-industry cooperation to improve national economical competence, not all Japanese TLO benefit from the cooperation, therefore the extremity of two opposing situations of TLO organization operations expands continuously. Benchmark models have been selected for case study with detail analysis on the three TLO organizations of national and private university, including number of transfer cases, patent income and the difference of the before and after privatization on national universities.
Nowadays, university-industry cooperation has become a globalized trend, where countries such as the United States, Europe and China are all flourishing into this trend. University-industry cooperation is a good measure for countries to build their own innovation system. Through continuous maintenance of innovation system, an everlasting source of competition will also propagate.
