中共「軍管民用」滾裝船隻發展運用之研究

中共運用滾裝船隻構建「戰略投送支援船隊」以行之有年，其體系發展已逐漸成熟，在其始終不放棄武力犯臺的意圖下，對海峽對岸的中華民國始終存在極大的威脅，而本篇論文想探討的是，中共如果想對臺發動渡海作戰，在現有正規輸具不足的情況下，將如何運用滾裝船隻達成其軍事運輸投送的目標，而在為數眾多的滾裝船隻中，「軍管民用」滾裝船隻又是扮演怎樣的運用角色，應該要如何掌握這些類型的船隻，以及這些船隻將對解放軍的渡海作戰起到甚麼樣決定性的影響。近年解放軍不斷透過運用滾裝船隻與部隊進行裝載投送演練，並透過公開報導渲染其威脅性，其目的不外乎是想一方便保持部隊登陸作戰能力，一方面透過此舉強化對臺的威懾，但不論其目的為何，滾裝船隻的運用在防衛作戰中是必須重視的一個課題。

The PLA (People's Liberation Army) has used ro-ro ships to build a "strategic delivery support fleet" for many years, and the development of its system has gradually matured. Under the intention to invade Taiwan, there has always been a great threat to the Republic of China. What this paper wants to discuss is, if the PLA wants to launch a sea-crossing operation against Taiwan, how will it use ro-ro ships to achieve its military transportation and delivery goals when the existing regular transportation equipment is insufficient. Among the ships, what role do "military-controlled and civilian" ro-ro ships play, how to master these types of ships, and what decisive impact these ships will have on the PLA's sea-crossing operations. In recent years, the PLA has been using ro-ro ships to carry out loading and delivery drills with troops, and has exaggerated its threat through public reports. But regardless of its purpose, the use of ro-ro ships in defensive operations is an issue that we must be paid attention to.
