中國與北韓從韓戰以「抗美援朝」戰爭中書寫了中國與北韓關係史上重要的一頁。北韓與中國不僅互為重要鄰邦,在地緣政治上,中國更將北韓視為與美日韓安全同盟的戰略緩衝地帶,以及「中」美在東北亞戰略角力的平衡點。由於北韓金正恩上任後仍以發展核武,敵對美國,在習近平第一任期中面對國際情勢轉變及北韓核武的影響,中國與北韓從傳統關係轉變為正常國與國的關係。 本文研究中國與北韓關係發展及淺析從中國與北韓關係轉變及互動之中,得以了解到在國家安全與核心利益之外交戰略的運用,以另角度分析臺灣未來可因應不同外交戰略的應處。未來正在進行式中的南北韓元首峰會及川金會中,北韓又將如何承諾朝鮮半島無核化主張,值得未來觀察與研究。
During the Korean War, an important page of history was written between the relationship of North Korea and China. While China was helping North Korea fight against United States (U.S.) their relationship was fortified. North Korea and China is not only important neighbours to one another, but they also come together on geopolitical issues. China regards North Korea as a strategic buffer zone against the alliance of U.S., Japan and South Korea. North Korea is an important factor for both China and U.S. in the North East Asia region; North Korea can use this to their advantage when playing these two powers off against each other. After Xi Jinping came into power as China’s president, Kim Jong-un complicated their relationship due to his continued development of nuclear weapons. The traditional relationship started to deteriorate because of North Korea’s hostility against U.S. This paper will research the development of the relationship between China and North Korea by analyzing the changing interaction between the two states based on their national security strategies and core interests. This paper would also analyze the situation from a Taiwanese perspective, as this will give diplomatic strategies it could use in the future with these challenges. In the coming North-South and North Korea-U.S. summits, it would be worthy to observe denuclearization of the Korean peninsula and North Korea’s commitment to the signed treaties.
