摘要

研究目的：探究我國商業健康保險發展現況、醫療品質對商業健康保險簽發保單的影響及探究醫療品質對商業健康保險理賠金額的影響。
文獻回顧：分別探討國內外健康保險相關制度以及醫療品質相關研究。
研究方法：從衛生福利部及保險事業發展中心蒐集2004- 2017年醫療品質指標資料以及商業健康保險業務資料，以文獻歸納法探討商業健康保險相關發展以及利用實證研究醫療品質對商業健康保險之影響。
研究結果：發現降血糖藥物的用藥重複率為預測商業健康保險經營的重要指標、同院同門診降血壓藥物之用藥重複率對商業健康保險保費收入及賠款比率有顯著影響、醫療品質對商業健康保險賠款比率有影響，以及實施二代健保對商業健康保險沒有顯著影響。保險公司在設計健康保險商品時，可參考國內醫療品質狀況作為費率釐訂的考量因素。
結論與建議：分為對保險公司而言、對社會大眾而言、對國家政府而言、未來研究而言及對衛生政策而言五大構面，根據本研究結果提出建議。

The purpose of this study was to identify the relationships between medical quality and commercial health insurance through 2004 to 2017. Quantitative and qualitative methods were both applied. This study collected public information to observe relevant developments in various countries and used the empirical research to find out the impact of medical quality on commercial health insurance. The results of the study were that some medical quality indicators affect commercial health insurance. However, the implementation of Second Generation National Health Insurance did not have any influence on commercial health insurance.
