從國艦國造探討國防自主展望

國防產業發展具國家安全與經濟上的重要性，若一昧將國防自主權交託在國外軍售，臺海軍力失衡仍然持續發生。「國防自主」政策能國防產業能根留臺灣、創造就業機會、刺激產業升級，其中以行之有年的「國艦國造」為基準，探討「打什麼、造什麼」透過「國艦國造」將「自主國防」之主權納入國家發展政策中的一環。在探討「打什麼」的作戰構想時，先探討「打在哪」才是最符合「防衛固守，重層嚇阻」的戰略構想，藉由「國艦國造」我們不斷發展能執行「不對稱作戰」的輕型艦艇，用以增加用兵彈性，更能達到戰略嚇阻的能量。海軍在建軍備戰規劃上，必須有效因應戰略環境變化，並支持國家利益及軍事戰略指導，所以考量如何適當的發展必要之「基本戰力」，用以平時協助主戰艦艇應處灰色地帶衝突，戰時亦能轉為遠距火力打擊兵力，故探討「國艦國造」的政策延續性及未來之展望，必然成為海軍建軍備戰之重點。

The development of the defense industry is a big part of national security and economy. If the self-reliant defense development is entrusted to foreign arms sales only, Taiwan's force power will continue to be out of balance. The self-reliant defense policy can enable the defense industry to remain in Taiwan, create employment opportunities, and stimulate industrial upgrading. Based on the long-term domestic shipbuilding concept, we propose "what to fight is what to build" to part of our national development policy. When mentioning the combat concept of "what to fight", "where to fight" is very first one to discuss to fit the strategic concept of “resolute defense and multi-domain deterrence". In order to conduct "Asymmetric operation" light warships are used to increase the flexibility of troops and achieve the energy of strategic deterrence. The Navy must effectively respond to changes in the strategic environment and support national interests and military strategic guidance in the planning of armaments and war preparations. Therefore, it is necessary to consider how to properly develop the necessary "basic combat capabilities" to support the major warships to deal with gray area conflicts in peacetime. In wartime, it can also be turned into a long-range firepower strike force. Therefore, discussing the policy continuity and future prospects of "national shipbuilding" will inevitably become the focus of the navy's military preparation for war.
