探討交通領域關鍵基礎設施資安資訊分享與分析中心(T-ISAC)使用滿意度與工作績效之研究

A Study on Satisfaction and Job Performance for Information Sharing and Analysis Center for Critical Infrastructure in the Transportation Sector Based (T-ISAC)

摘要


臺灣因科技進步與國際政治因素影響成為網路世界資安技術之練兵場,資安問題動輒影響攸關國家安全、社會安定、人民生活之關鍵基礎設施安全性。有鑑於此我國在2014年訂定「國家關鍵基礎設施安全防護指導綱要」,提供關鍵基礎設施領域開始發展關鍵資訊基礎設施防護機制之指引,以期迅速掌握各領域與民間重要產業之資安威脅情資並採取應變措施。 交通領域關鍵基礎設施資安資訊分享與分析中心(T-ISAC)提供資安情資予公路、軌道、空運、海運、觀光、郵政…等單位資安威脅情資進行即時之防範,以維護關鍵基礎設施之安全性。本研究藉由資訊系統成功模式(Information System Success Model)探討T-ISAC使用滿意度及工作績效,並以3E指標(經濟指標、效率指標、效能指標)做為工作績效之研究構面。另探討使用滿意度在系統品質、資訊品質及服務品質於工作績效及3E指標之間是否具中介效果,以了解影響T-ISAC成功之因素。 研究結果顯示T-ISAC系統品質、資訊品質、服務品質皆與使用滿意度具正向影響,而T-ISAC使用滿意度亦對工作績效及3E指標具正向影響。使用滿意度的中介效果部分,在系統品質、資訊品質對工作績效及3E指標之間為部分中介效果,在服務品質與工作績效及3E指標之間,則具有完全中介效果。 後續研究建議擴大研究對象及範圍使研究面向更加完整,消除受訪者對邀訪郵件在資訊安全上之疑慮以提高填答率,另外以不同的理論(例如科技接受模式、期望確認理論、創新差異理論等理論架構)延伸探討的範圍,期使對ISAC的研究能夠更為完整。

The scientific and technological progress and international political factors have made Taiwan a training ground for the world's network security technology. Therefore, the information security often affects the security of critical infrastructure related to national security, social stability, and people's lives. In view of this, our country formulated the "National Critical Infrastructure Security Protection Guidelines" in 2014, providing guidance for the development of critical information infrastructure protection mechanisms in every critical infrastructure sector, with a view to quickly taking contingency measures once the security threats are detected in crucial fields of infrastructure and private industries. To carry out real-time prevention and maintain the security of critical infrastructure, Transportation Information Sharing and Analysis Center (T-ISAC) provides information and security resources for highways, rails, air transport, maritime transport, tourism, postal, etc. This study utilizes the Information System Success Model to explore the satisfaction and job performance caused by using T-ISAC. Also, it adopts 3E indicators (economic indicators, efficiency indicators, and effectiveness performance indicators) as the research framework for work performance. In addition, this study investigates an intermediary effect brought forth by system quality, information quality and service quality altogether that accompany work performance and 3E indicators. The purpose is to understand the factors affecting the success of T-ISAC. The results of the study show that the T-ISAC’s system quality, information quality and service quality have a positive impact on use satisfaction, and the use satisfaction toward T-ISAC also has a positive impact on work performance and 3E indicators. In the part of the intermediary effect of use satisfaction, between system quality, information quality and work performance and 3E indicators, use satisfaction is part of the intermediary effect, between the quality of service and work performance and 3E indicators, use satisfaction is a complete intermediary effect. Follow-up research proposes to expand the research object and scope to make the research more complete, eliminate respondents' concerns about the security of information in invitation emails to improve the response rate, In addition, the scope of discussion is extended with different theories (such as the theoretical framework of technology acceptance mode, expectation confirmation theory, innovation difference theory, etc.), so that the research on ISAC can be more complete.
