地方協力治理之研究：新北市泰山區新冠肺炎防疫分析

摘要

全球新冠肺炎疫情嚴峻重創經濟發展，間接改變政府治理模式及民眾生活型態，政府因應外國人士來臺及國人返臺，制定邊境管制、隔離及社交距離等相關措施，並運用大數據科技控制隔離者及減輕基層人員行政壓力。
本研究以泰山區協力治理防疫為分析角度，藉以探討區級正式組織與民間企業及非營利組織間彼此協力合作之互動關係，就防疫治理運作現況、治理過程的問題及是否達成防疫目標、相關精進作法等，透過深度訪談，並輔以文獻分析，以瞭解區級組織運用數位科技技術，控制隔離者及社區防疫等相關管制，透過多元組織及團體的協力合作，以達疫情防堵的目的，也間接凝聚民眾共同降低風險的意識。
就整體協力運作來看，協力層次與對象之不同對疫情防堵有不同的影響，同時誘導在地企業及非營利組織的加入，更有利發揮區級防疫效力，顯示區層級在整體防疫的角色，仍是不可或缺的環節，另在區層級中亦需透過市府相關局處的協作，才能達到疫情防堵的目標，最後透過泰山區防疫經驗，供其他鄉鎮市及區在協力治理上執行防疫之參考。

The epidemic of COVID-19 is severe all over the world. Public health has brought serious economic impact to us. And the epidemic of COVID-19 has indirectly changed the way of governing also people’s lifestyles. However, the government had made some policies like border control, quarantine, social distance in order to react to the foreign travelers and residents’ entry. They also use big data technology to manage the quarantine and to ease administrative stress from junior staff.
This research takes Taishan district epidemic prevention as the analysis perspective, to discuss the relationship of their cooperation between district formal organizations, private enterprises and nonprofit organizations. This research uses in-depth interviews and literature reviews to explore district formal organizations using digital technology skills to manage the quarantine also community epidemic prevention. Through the collaboration between multi-organizations, the district can reach the goal of epidemic prevention.
In terms of this Public-private collaboration, the different levels and players of collaboration make different impacts on epidemic prevention. At the same time, the participation of local enterprises and nonprofit organizations can increase more efficiency in the district’s epidemic prevention. It also shows that district formal organizations play an indispensable role in epidemic prevention management. However, the district formal organizations still need a hand from the county government to reach the goal of epidemic prevention. In summary, this research provides the Taishan district office’s experience of epidemic prevention management for reference to other cities and districts.
