習近平反腐政策之研究-以共軍紀律檢查體系為例

習近平就任以來提出了「老虎」、「蒼蠅」一起打的要求，甚而多次警告黨員幹部，不解決腐敗問題，就會亡黨亡國。也就是說不論是中央要員甚而是地方小吏，凡任何涉犯貪污不法人員絕不寬待，都要接受嚴厲的懲罰，其目的就是要一改「刑不上常委、查不涉退休、解放軍是反腐禁區」的潛規則，顯其對貪腐行為無法忍讓。然中國大陸歷代領導人對打貪政策均有相關要求，惟似乎貪腐行為似有越打越貪，國家機構如此，軍隊更是如此，如前中央軍委會副主席徐才厚，不但收受賄賂，甚而有買官賣官等行為，有鑒於此，為避免軍隊一些領導和機關存在濫用權力、有法不依、執法不嚴、裁判不公，以權謀私從事違紀、違規、違法等現象。習近平希望透過由軍隊改革，將原屬總政治部紀律檢查部，提升為軍委15職能部分之一，成立紀律檢查委員會，藉此由軍委主席直接領導，增加對打貪之力度與深度，使之朝全面「從嚴治黨」、「從嚴治軍」的目標邁進，讓自律與監督走上正軌，進而落實「四個全面」，建立「依法治國」的國家施政全面制度化，以完成中華民族偉大復興的「中國夢」。

Xi Jinping hopes that through the reform of the military, the Disciplinary Inspection Department of the General Political Department will be upgraded to one of the 15 functional departments of the Military Commission, and establish a Disciplinary Inspection Committee, so as to be directly led by the Chairman of the Military Commission to increase the intensity and depth of the strike against corruption, making it towards the goal of administering the party and the army strictly, making self-discipline and supervision on the right track, and then the four comprehensives are implemented. It is recommended that the country’s governance of the rule of law be fully automated in order to complete the Chinese dream of the great rejuvenation of the Chinese nation.
