應用『整合科技模型』探討虛擬健保卡之民眾的使用行為研究

摘要


數位科技時代來臨,高智慧型手機持有率與豐富的網路及數位產品使用者經驗,政府也在潮流中因應設立數位科技相關政策提升政府效能。中央健康保險署自2019響應政府政策籌畫虛擬健保卡試辦計畫,將傳統健保IC卡數位化便利就醫。然而,針對虛擬健保卡使用者相關研究至今仍沒有,主要都是針對商業上數位產品服務。為此,本研究率先採用整合科技接受理論,針對已使用過虛擬健保卡之一般民眾為研究對象,利用電子問卷形式隨機抽樣,來探討虛擬健保卡之使用者行為。 結果顯示,民眾實際使用虛擬健保卡的行為受到確保資訊安全保障使用者權益、擴大施辦場域讓環境越趨於便利、服務帶來的便利性、就民眾所習慣之資訊蒐集管道進行宣導等方向影響,若四方向有所改善將有效促進民眾實際使用的意圖,期盼本研究結果可以提供政府各部門提出數位化服務時的參考依據。

With the advent of the digital technology era, the government has responded to the trend of high smartphone ownership and the rich experience of Internet and digital product users by establishing digital technology-related policies to enhance government effectiveness. Since 2019, the Central Health Insurance Agency has responded to the government's policy by planning a virtual health insurance card pilot program to digitize the traditional IC health insurance card to facilitate access to medical care. However, there is still no research on virtual health insurance card users, mainly commercial digital products. For this reason, this study adopts an extending the unified theory of acceptance and use of technology with an electronic questionnaire to study the behavior of virtual health insurance card users by randomly sampling the general public who have used the card. The results show that the actual use of the virtual health insurance card is influenced by ensuring the security of information to protect the rights of users, expanding the number of venues to make the environment more convenient, facilitating user’s operation, and promoting the information collection channels that people use. Improvements in those directions would enhance people's intentions to use the card in practice. The results of this study will hopefully serve as a reference for government departments when proposing digitization services.
