新加坡非傳統安全的生存戰略

摘要

新加坡獨立後雖迅速躍升為富裕國家與亞太金融中心，但對資源與空間越來越高的需求，卻也加重了在人口增長、水資源匱乏和國土面積不足等非傳統安全問題上的發展困境。為因應上述問題，新加坡政府積極透過填海造陸與水資源開發等技術，以因應新加坡人口不斷增長所需求的資源。然而，看似能解決人口增長以及興建水廠的用地問題的填海造陸計畫，卻也為新加坡政府帶來新的問題，並存在一定的政策風險與治理危機。基於此，本文將透過非傳統安全理論之視角，深入剖析新加坡在所面對之人口增長、國土面積不足、水資源匱乏等國家永續發展問題，以及政府因應上述非傳統安全威脅所採行之生存戰略。研究發現，由於非傳統安全威脅呈現問題的多樣性，且並非全然都是國家行為直接造成的，而是各類非國家行為體活動的結果，因此無法單憑國家軍事手段即能有效解決。從新加坡個案研究可知，無論是人口增長、水資源匱乏、國土面積不足等問題，政府跨領域治理才是處理非傳統安全威脅的有效途徑。此外，全球化雖提高國家之間的接觸與互賴，但卻未改變國家為追求國家利益而相互競爭之本質，所以新加坡與周邊國家之間因國家利益競爭所形成的安全困境，仍將是新加坡非傳統安全生存戰略重要之挑戰。

After independence, Singapore becomes a rich country and financial center in the Asia Pacific region. But, rapidly economic growth brings not only population increasing, but the needs of resource and space. These challenges result in non-traditional security problems, which involved the population, water resource, and land space. Although Singapore government tries to solve those problems by reclamation and water resource development plans, but can’t stop generating new problems, policy risks, and governance crises. Based on it, this thesis aims to explore Singapore’s sustainable development problems and its survival strategies in the viewpoint of non-traditional security. It provides that, non-traditional security threat isn’t to be caused by sovereign states; non-state actors sometimes play the key roles. In other words, the non-traditional security threat can't only be dealt by military themselves. From the Singapore case, I discuss the problems of population increasing, land reclamation and water resource, all three dimensions show the importance of governance by Singapore, and even including Indonesia and Malaysia. Moreover, even though globalization enhances inter-dependence among sovereign states, it hasn’t ever changed the essence of competition for national interests. Regional security dilemma, caused by searching for national interests, will still be an important challenge for Singapore’s survival strategy to deal with non-traditional security threat.
