臺北市高中職勞動教育實施之探討

A Study on Implementation of Labor Education for Senior High School in Taipei City

摘要


近年勞工意識抬頭,勞資爭議新聞逐年增加,無論中央或地方政府皆開始重視校園勞動教育之推廣。另為因應108課綱,臺北市則與其他縣市辦理高中職勞動教育的作法不同,首創以勞動權益為主的桌上遊戲《WHY工作HOW生活》,探索學習勞動權益知識的樂趣,從而達到寓教於樂的目的。 本研究採用質性研究,邀請辦理校園勞動教育之相關人員及臺北市高中職公民與社會教師作為訪談對象,並透過CIPP模式進行分析,瞭解臺北市以遊戲化學習模式,推動高中職勞動教育之困境與成效,研究發現如下: 一、背景方面:臺北市政府勞動局在規劃校園勞動教育時,著重於勞動意識啟蒙、勞動法令為輔的方式。此外,受訪教師皆對於推動高中職勞動教育表示認同。 二、輸入資源方面:在教師部份,定期舉辦教師研習與公開觀課。在學生部份,除了辦理「勞動好YOUNG前進高校」勞動權益宣導講座外,也編製勞動教育教案和設計桌遊,並不定期舉辦話劇競賽等活動,以多元方式推動高中職勞動教育。 三、歷程方面:(一)由於公民與社會科需要融入課程的議題太多,因此最關鍵的因素是教師推動的意願;(二)將勞動桌遊融入課程時,受訪教師所遭遇到的困境,主要是受限於課堂時間、規則較複雜、課程進度或升學考量等因素。 四、成果方面:在教師研習,多數受訪教師表示滿意,其課程內容以案例分析為主,有助於運用在教學中。在學生的學習成效,受訪者表示勞動桌遊能有效提高多數學生的興趣與專注力,但難以評估勞動意識的部份。

In recent years, labor consciousness has risen, news of labor disputes has increased year by year. Both the central and local governments have begun to attach importance to promote labor education on campus. In addition, in response to the 108 curriculum guidelines, Taipei City’s practice of handling senior high school labor education is different from other counties and cities, the first board game "WHY Work HOW Life" focused on labor rights, explore the fun of learning the knowledge of labor rights, so as to achieve the purpose of educational entertainment. This study is performed by qualitative research, who are associated with the project are invited, and analyzes through CIPP model. The research findings are as follow: 1. In terms of product: The Department of Labor in Taipei City Government focuses on labor consciousness enlightenment and supplemented by labor laws when planning labor education on campus. Additionally, the interviewed teachers all agreed with the promotion of senior high school labor education. 2. In terms of input resources: In the teacher part, regular teacher training courses and open classroom observation are held. In the student part, In addition to holding labor rights promotion lectures, it also prepares labor education lesson plans and design the board game, and holds drama competitions from time to time to promote senior high school labor education in multiple ways. 3. In terms of process: (1) Since there are too many social issues that need to be integrated into the instruction, the most critical factor is the will of teachers; (2) When integrating the labor board game into the instruction, the challenge by the interviewed teachers such as limited by classroom time, complicated rules, course progress, the exam-oriented education and the other factors. 4. In terms of product: In the teacher training courses part, most of the interviewed teachers expressed satisfaction that their course content is mainly based on case analysis, which is helpful to use in teaching. In the student learning effectiveness part, the interviewees said that the labor board game can effectively increase the interest and concentration of most students, but it is difficult to evaluate the part of labor consciousness.
