有線電視系統台地方新聞製播倫理試擬

本研究旨在建構有線電視地方新聞記者製播倫理，以探討在「新聞室干擾因素」及「與消息來源互動」下，有線電視地方新聞記者如何建構其小眾媒體之新聞倫理及新聞價值，並期能發揮最大影響力。本研究採兩階段研究方法，經檢視新聞倫理、新聞價值及消息來源互動等相關文獻後，從質化的深度訪談法切入訪談有線電視新聞從業人員，並萃取其意見，歸納四項構面，並列出指標，進行第二階段量化之修正式德菲法問卷調查，邀請有線電視新聞主管及記者，分為主管組及記者組受測，反覆交叉調查分析，並取其專家意見。後參酌媒體之社會功能考量積極性，試擬有線電視地方新聞製播倫理如下: 一、時效性: (一)應著重製播調查性新聞。 (二)影響有線電視播放區域相關之重大事件，應儘速處理即時新聞，以維護大眾知的權利。二、接近性: (一)應依照有線電視播放區域特性，偏重在地新聞。 (二)應關心鄰近區域新聞，擴大新聞效益。三、正確性: (一)應盡可能作平衡報導。 (二)報導政府政策可正向思考，惟不能偏廢批判性。 (三)處理爭議性新聞應注意相關法律規範，與在地觀感。四、主體性: (一)不涉入特定政治人物之褒貶或意識形態宣揚。 (二)處理涉己新聞應更為謹慎。五、關懷性: (一)應著重弱勢關懷，尤其是媒體弱勢族群。 (二)應謹慎處理兒少議題。 (三)應著重處理溫馨的人情趣味新聞、屏除腥羶色新聞。

The purpose of this study was to construct the production ethics of cable TV local news reporters, and to investigate how they construct their news ethics and news values in a minority media under the "newsroom interference factor" and "interaction with sources", and to maximize their impact. After reviewing the literature on news ethics, news values, and source interaction, we conducted qualitative in-depth interviews with cable TV news practitioners, extracted their opinions, and summarized their opinions into four dimensions and listed the indicators. The survey was cross-tabulated and analyzed, and expert opinions were obtained. After considering the social functions of the media, the ethics of local news production and broadcasting are as follows: 1.Timeliness: (1) The production of investigative news should be emphasized. (2) In case of major events affecting the cable TV broadcasting area, immediate news should be handled as soon as possible to protect the public's right to know. 2.Proximity: (1) Local news should be given priority in accordance with the characteristics of the cable TV broadcasting area. (2) We should pay attention to news from neighboring regions to expand the effectiveness of news. 3.Accuracy: (1) To make balanced reports as much as possible. (2) Positive thinking is allowed in reporting government policies, but criticality should not be neglected. (3) The handling of controversial news should pay attention to the relevant legal regulations and local perceptions. 4. Subjectivity: (1) Not to involve in the praise and derogation of specific political figures or ideological propaganda. (2) We should be more cautious in handling news involving ourselves. 5. Carefulness: (1) Care for the underprivileged, especially the underprivileged in the media, should be emphasized. (2) Care should be taken in dealing with children's issues. (3) We should focus on warm and humane news and eliminate fishy news.
