價格機制導入統包工程最有利標決標之研究

A Study on Development of Price Mechanism for Most Advantageous Tender in Construction Turnkey Project

摘要


最有利標確實是一理想之招標方式,現行的評分方法訂有總評分法、評分單價法、序位法及第四種其他經主管機關認定之方式,且近年來最有利標已累積相當多的實例,但就現行的評選操作方式,採購機關仍有一些實際運作的困擾,如評選委員之行為無法掌握、人為操作可能性可否排除、預算的訂定是否接近市場價格、如何可以減省費用又可找到品質良好的廠商等問題。 本研究統計過去12年公開招標且採用最低標或最有利標之決標工程標案內容中發現最低標的年均標比是81%;最有利標的年均標比是98%,兩種決標方式的決標標比差異甚大。因此,本研究提出改良式最有利標作業流程,將評選廠商之作業過程改良兩階段作業,分成「價格」與「非價格」等兩部分,「非價格」項目由委員直接評分,「價格」項目則由評選委員們議定之價格評分公式評分,藉此增加價格機制的影響性,此種改良式作業流程既可符合最有利標之精神,又能加入最低標之價格機制的優點,提升最有利標的採購效率。 最後為了分析本研究於實務操作之可行性,導入兩個實際工程案件,說明實務的操作可行性,提供採購機關採用最有利標時之參考決策,提升政府採購的工程價值。

The Most Advantageous Tender is an ideal bidding process which currently consists of four major models: total score, average unit price, ranking, or any method pre-approved by the appropriate agency. Although it is widely used with many real world cases, the evaluation process still has many issues such as inability to distinguish and ban any self-serving personnel, whether the budget represents current market costs, or how to decrease construction cost while increasing the quality of work. This study has examined both Lowest Tender and Most Advantageous Tender during the past 12 years, and have found that the ratio of winning bid to the actual budget is 81 to 100 for Lowest Tender method and 98 to 100 for Most Advantageous Tender method. These two methods have very different real world results, therefore this study will devise a new process to improve the Most Advantageous Tender. By separating the process into “cost” and “non-cost” categories, committee members can score non-price related items directly and score price related items with a predetermined formula or method. This will increase the weight of Price Mechanism in the evaluation process, thus in accord with the spirit of the Most Advantageous Tender at the same time increasing its efficiency by combining the advantages of Lowest Tender method. In order to affirm the feasibility of practical application of this new evaluation process, two construction procurement cases will be simulated. This will provide the agency with strategic decision making reference to the new Most Advantageous Tender process, and increase its efficiency while increasing the quality of the work.
