臺灣地區陸路交通已由公路轉向軌道,都會區慢慢地趨向捷運化系統,陸續建構出完整的軌道運輸系統。面對成長中的無道碴軌道新建工程,應努力維持穩定性及設施水準,延長服務(使用)年限,有效進行全方位管理,將其融入永續發展及節能減碳概念。今年(民國101年)臺北捷運已突破五十億人次,在未來的二十年,臺灣公共建設及軌道運輸與人們生活有著密不可分的關連;如果發生了緊急危害的事故,勢必造成重大的傷亡損失,隨之而來的將會係交通壅塞等問題,該如何在短時間內迅速施工維修搶通鐵路交通係首要任務。本研究針對軌道施工系統作探討,建立管理關鍵項目之施工風險管理基準表及PDCA管控模式,配合現行的檢核表分析、檢討統計出施工風險值與風險等級,進而評估並實行施工風險管理。

This study is intended for track construction system made, establishing key project management baseline table and PDCA control modes of construction risk management, analysis of the existing Checklist, review statistics of construction risk and risk level, and assessment and construction risk management.
