由回訓換證制度加強室內裝修專業技術人員職能之探討

摘要

由於經濟發展快速，民眾對於住宅環境更加重視，因此「室內裝修」日益普遍，室內裝修業未規定遵守法令之規定而造成多起火災、建築物倒塌等公共安全之事件，故內政部營建署於民國99年12月23日台內營字第0990810345號令修正建築物室內裝修管理辦法全文42條，並自民國100年4月1日施行，在修正「建築物室內裝修管理辦法」，前邀集各縣市政府及相關專業團體開會研商，建立「建築物室內裝修專業技術人員應建立回訓講習與定期換證制度」等共識，期勉藉由法令修正，得為室內裝修從業者創造更公平、落實專業分工及行政與技術分立，並藉由回訓換證制度充實專業技術人員之素質、加強專業職能之提升，使能知悉政府法令之變動及營建新材料之思潮。
因此，本研究進行文獻回顧分析國內外相關職業別回訓換證之現況，並經由深入訪談相關之室內裝修受託辦理回訓機構以瞭解現況問題，並提出解決對策。
最後，期盼能以此研究結果提供後續公部門室內裝修專業技術人員回訓換證修訂及實務執行上之參考。

With rapid development of the economy, people are paying more attention to their living environment, which results “interior decoration” becomes more popular. Due to many interior designers and renovation contractors are not obligated to obey the laws in the past, fire and building damages happened frequently. The government authority, Construction and Planning Agency Ministry of Interior (CPAMI), decided to amend “Regulations on The Management of Building Interior Decoration” on December 23, 2010 and implemented it on April 1, 2011. Before the regulations are amended, the CPAMI formally invited all city and county government officials as well as professional organizations in Taiwan to make consensus on the “Retraining System of Interior Decoration Technician.” The amendment is expected to provide the technicians with more balanced regulations, specified work descriptions and administration and technology divisions. Furthermore it will enhance the technical skills of the professionals in regard of regulations and innovative building materials.
This study analyzed domestic and international references to review professional retraining programs, and additionally interviewed associated Interior decoration retraining system. Lastly, this research is expected to provide a reference of implementing and revising retraining program and certificate re-issuing for the government authority.
