應用模糊德爾菲法與分析網路程序法於半導體晶圓針測與IC封測廠商評選之研究

摘要


半導體產業為專業分工之產業,需多家企業相互合作以完成產品製造。因此,選擇合適的合作夥伴為非常重要的決定,攸關未來生產活動是否順利。目前業界評估合作廠商較常使用加權評點法與斷言計劃法,然2008年第四季全球爆發金融危機,面對市場訂單快速且大量銳減,快速調整企業經營策略,節省支出成為當務之急。但加權評點法的重點評估準則為固定準則並無配合環境變動進行調整之機制;斷言計劃法其選擇合作廠商為主觀意見作決定,非依評估準則進行評比。為因應環境變動提出調整評估準則之機制並整合相關部門之建議以選擇最佳的合作廠商為本研究目標。   本研究將先以模糊德爾菲法請學者與業界專家選出評估半導體合作廠商之考量因素;再依分析網路程序法將評估合作廠商之準則與次準則建構出評估之網路架構,請業界人士針對各考量因素其相關性與權重值進行評分。本研究方法所建立的評估合作廠商之網路架構可作為業界於評選合作廠商之方法參考,以評估結果作為選擇合作廠商之參考資訊,並進一步針對評估結果進行分析,以作為發包業者與合作廠商的關鍵績效指標,提高外包作業之績效。

Semiconductor is the Professional service and it needs many enterprises to participate for production. Therefore, selecting the best contractor is very important decision for production smoothly in the future. Currently, enterprises use Weighted Point Method or Categorical Plan to select the contractor. The enterprises need to change the business strategy and reduce the cost immediately for facing the order drop suddenly when the worldwide financial crisis coming at the end of 2008. The criteria of Weighted Point Method are fixed criteria that don’t be changed by environment variation. The selecting contractor way of Categorical Plan is not impersonal criteria that create by some people’s opinion. The goal of this research is to create a selecting process for collecting relative department’s opinions and adjusting criteria function by environment variation. To use Fuzzy Delphi method for selecting the criteria that refers the scholar and enterprise experts’ opinion. To use ANP method for getting the weight of relative and criteria that refers the outsourcing experts’ opinion. The selecting process could be enterprise process for selecting the contractor. The experiment result not only for outsourcing decision making, but also to be competition direct for contractor.
