都市更新綠建築容積獎勵制度之研究 ─以台北都會區為例

摘要


隨著全球氣候變遷議題的聲浪,綠建築成為都市規劃設計的新顯學,引領二十一世紀的設計潮流。近期國際間知名建築物、大型展覽活動莫不以綠色、低碳理念為設計發想,以永續生態城市為依歸。綠建築在現代都市再生中引發一股風潮,台北市的101大樓被杜拜塔取代全世界第一高樓的美譽之後,斥資新台幣6000萬元改造為綠建築大樓,於2010年取得美國LEED黃金級綠建築標章,重新以全球第一高綠建築奪回全球焦點。此外,台北市政府為推行綠建築設計,於2008年將綠建築納入都市更新容積獎勵制度,期盼以容積獎勵加速都市更新的推動,並藉由EEWH系統的綠建築九大指標設計改造,形塑健康的永續城市。都市更新結合綠建築設計是未來發展趨勢。 透過都市更新與綠建築容積獎勵的政策,是否能完成都市再生的使命?綠建築介入公眾生活領域能否為都市與居民帶來新的品質?綠建築如何成為塑造都市再生的長期發展策略?本研究首先搜集國內外有關綠建築標章評估系統與獎勵政策相關文獻,經由歸納相關資料的分析比較,檢討國內現行綠建築評估指標實施成效。此外,搭配訪談產、官、學、研各界專家學者的見解,進而探討台北市政府將綠建築納入都市更新容積獎勵制度之影響,歸納綠建築容積獎勵的課題,提出對綠建築標章之設計策略與執行機制,加強行政機制建構、健全相關法令政策、透過綠建築獎勵措施,激勵民間積極參與綠建築設計,提高國內綠建築執行率,達成符合生態、節能、減廢、健康等四大指標的生態社區、永續城市目標。 本研究透過台灣綠建築執行現況與都市更新綠建築案件分析,並透過專家深度訪談歸結課題與對策得知:都市更新給予綠建築容積獎勵為初期手段,最終目標應該以義務性設計為依歸,都市更新案應該將綠建築納為必要設計內容。此外,應制定綠建築管理機制,依據審查期、施工期、完工後之使用維護期,分別制定管理計畫,以貫徹綠建築確實的執行。

In addition, the Taibei Municipal government to carry out the green architectural design, will construct green in 2008 integrates the metropolis renewal volume incentive system, hoped for that accelerates the impetus which by the volume reward the metropolis renews, and constructs nine big target design transformation green because of the EEWH system, the shape models the health to continue forever the city. The metropolis renewal will unify the green architectural design is the future trend of development. By metropolis renewal and green construction volume reward policy, whether can complete the metropolis regeneration the mission? Whether does the green construction involvement public life domain bring the new quality for the metropolis and the resident? How constructs green to become molds the metropolis regeneration the long-term development strategy? This research first collects the domestic and foreign related green construction marker appraisal system and the reward policy related literature, compares by way of the induction correlation data's analysis, self-criticism domestic present green construction appraisal target implementation result. In addition, the matching interview produces, the official, to study, to grind experts' opinion from all walks of life, will then discuss the Taibei Municipal government to construct green integrates influence of the metropolis renewal volume incentive system, will induce the green construction volume reward the topic, proposed that with will carry out the mechanism to of design strategy the green construction marker, will strengthen the administrative mechanism construction, the perfect related law policy, by the green construction reward measure, drove that the folk will participate in the green architectural design positively, will enhance the domestic green construction execution rate, will achieve conforms to the ecology, the energy conservation, to reduce, the health and so on four big target ecology communities, to continue forever the urban target waste. This research carries out present situation and the metropolis fresh green construction case by the Taiwan green construction analyzes, and penetrates the expert depth interview conclusion topic and the countermeasure knew: The metropolis renewal gives the green construction volume reward is the initial period method, the ultimate objective should take the voluntary design as being converted to, the metropolis renewal document should construct green accepts for the essential design content. In addition, should formulate the green construction management mechanism, after the examination time, the construction period, finishes the use maintenance time, works out the management plan separately, implements the green construction execution truly.
