摘要
物流活動與社會經濟的發展相輔相成。近幾十年來，由於物流總量隨著經濟發展而增加，能源消耗的問題、空氣和廢棄物汙染及資源的浪費也跟著日益嚴重。因此，強調永續發展的綠色物流概念因應而生。綠色物流目前已於一些先進國家行之有年並成為國際趨勢，歐盟、美國、日本皆為綠色物流訂立相關法規，以利綠色物流之發展與推行。由於綠色物流在國內屬於新興的物流模式，且國內有關綠色物流的研究為數不多，大多數民眾或企業對於綠色物流的概念還不是很清楚，因此不管是政府或是企業對於綠色物流之推行，仍抱持著觀望的態度。有鑑於此，本研究希望透過文獻蒐集來了解綠色物流的意涵及國內外綠色發展現況，並藉由對產、官、學、研界的相關人士進行專家訪談，以專家訪談的方式找出我國發展綠色物流之優勢、劣勢、機會、威脅。最後，利用TOWS矩陣進行策略配對，產生我國發展綠色物流之策略，以利後續學者做進一步的探討與研究及作為日後政府或企業推行綠色物流之參考。

Green logistics and economic development are mutually reinforcing. Over the last decades, with economic development, logistics activities have been increasing. Problem of energy consumption、air pollution and wastes are caused by logistics activities become more and more serious. Green logistics development in some countries has have been for years. Due to green logistics is a new concept in Taiwan, many of people and enterprises are ignorant of green logistics. This study use the SWOT method associating with secondary data collection, expert interview to find out the strengths、weaknesses、opportunities and threats in the development of green logistics in Taiwan. Then matching the strategic factors with TOWS matrix to obtain SO strategies, WO strategies, ST strategies, and WT strategies, as the green logistics development strategies in Taiwan.
