以投入產出分析法探討建設金門低碳島之產業關聯效果

The Exploration of Inter-Industry Relation for the Construction of Low-Carbon Kinmen Island Using Input-Output Analysis

摘要


推動低碳永續家園為全球趨勢,2008年金融危機後世界各國更呼應聯合國倡議之「綠色新政」,大規模執行各類型低碳措施,並將打造低碳城市、低碳島作為推動低碳經濟之平台。有鑑於此,我國行政院環境保護署以金門低碳島為標的,作為推動低碳永續家園之示範。為了達成減碳目標,建置金門低碳島將推動「金酒低碳園區旗艦計畫」、「資源循環與區域生質能中心旗艦計畫」、「綠能與低碳運輸旗艦計畫」、「社區改造新建與低碳建築旗艦計畫」、「烈嶼零碳島旗艦計畫」、及「低碳樂活推動計畫」,執行期間從2012年至2021年, 總投資金額為新台幣67.31億元,其中直接投入金門各產業的金額為24.49億元(△Y),這對原本金門之產業關聯型態將造成改變。本研究以區域投入產出分析法探討探討建設金門低碳島之產業關聯效果,了解其對經濟與環境之影響。研究得知,建設金門低碳島直接投入金門9個產業共24.49億元,因產業關聯效果帶動另外6個產業共計31.06億元(△X)產值,比原始投入(△Y)增加1.27倍。六個旗艦計畫帶動效益相當,約在1.20倍至1.30倍之間,其中以「資源循環與區域生質能中心旗艦計畫」的1.30倍表現最佳。各低碳面向之產業帶動效果約1.17倍至1.30倍之間,其中「資源循環」的1.30倍帶動成效最佳。而「機械設備、修配業」產業關聯度提昇最多,從帶動型的第IV區產業轉變為兼具帶動與基礎性質之關鍵性產業,但該行業對能源與環境(CO2、PM2.5、廢棄物)負面衝擊也較高。建設金門低碳島可增加就業人口約3,254人次,平均每人每年增加勞務報酬約為48.5萬元。

Building a Low-Carbon Sustainable Homeland is a global trend in the world. In 2008, after the global financial crisis, most of countries were echoes of the United Nations initiative, "Green New Deal", and various low-carbon measures in a large-scale were then implemented. For instance, a low-carbon island or city was built as a platform for promoting the low-carbon economy. In view of this, Taiwan's Environmental Protection Agency chose Kinmen Island as the low-carbon sustainable homeland for demonstration. In order to achieve the target of carbon reduction, the government of Kinmen Island will complete the six flagship projects: “Kinmen-Kaoliang-Liquor-Inc. Low-Carbon Park,” “Center for Resource Recycling and Regional Biomass Energy,” “Green Energy and Low-Carbon Transportation,” “Community Construction and Reformation with Low-Carbon Building,” “Leiyu Zero-Carbon Island,” and “Low-Carbon LOHAS Promotion.”, with a total investment of NT $ 6.731 billion dollars, of which the 2.449 billion dollars (△Y) was directly invested to Kinmen Island. The large amount of investment will result in the changes of industry interdependence of Kinmen Island from the original old-fashion-style society to the modern one. In this study, the regional input-output analysis was used to investigate the effects of industry interdependency for construction of Low-Carbon Kinmen Island and understand its impact on the economy and environment of Kinmen Island. The results shows that the final demand of 2.449 billion dollars (△Y) will directly be invested to nine industries for construction of Low-Carbon Kinmen Island, and indirectly to another six industries due to industrial linkage effects with the increased GDP of 3.106 billion dollars (△X), which is 1.27 times of the original investment in total. Among the six flagship projects, the economic effect of each individual project is approximately 1.20 times to 1.30 times in between, in which the " Center for Resource Recycling and Regional Biomass Energy " of 1.30 times has the best performance. Among the eight characteristics of Low-Carbon Eco-Society, the economic effect of each individual characteristics is approximately 1.17 times to 1.30 times in between, where the "Recycling" of 1.30 times has the best results. Furthermore, the "machinery and equipment, and repair industry" is mostly benefited through the change of industry interdependency, which is upgraded from the Type IV (Leading-Industry) to Type I (Key industry with both the nature of the leader and basic supplier). However, this industry has the highly negative impact on energy consumption and the environment (CO2, PM2.5, and wastes). Finally, the increased employment population is about 3,254, and the average of increased annual labor remuneration is about 485,000 dollars.
