最佳值模式應用於建築工程選商之可行性探討-以模板工程為例

摘要


檢視目前國內營建產業環境,不論公、私部門,在採購過程中時有弊端發生,嚴重影響到社會大眾或公司投資人之權益。因此各界對於採購管理及選商決策方法均多所討論研究。最佳值模式(Best Value Model)為一種多評準決策方法,與我國現行採購法中最有利標決標方式精神相同,在美國應用於公路運輸工程選商已施行多年。本研究嘗試利用最佳值模式,並以質性品管紀錄資料建立量化指標,探討其應用於建築工程選商之可行性。 本研究利用最佳值模式,使用民間M營造公司歷年專案模板工程品管紀錄為資料基礎,統計原始資料中發生頻率最高之三項缺失項目,結合機率分配理論及品管制度中界限百分比概念量化訂定品質表現缺失百分比(PDi)指標,利用此過往紀錄以蒙地卡羅模擬方法得出預期品質表現缺失百分比(PDE)的機率分布,將此指標訂為評選項目。研究中簡化模式假定評選項目為投標價格及預期品質表現缺失百分比兩項,得出評選分數後進行選商決策分析。案例分析結果顯示,本模式可得出具有信心區間的評選總分分布範圍,除可進行排序選商決策,亦呈現相關風險水準。將其應用於建築工程中,可成為決策者(業主)在選商決策過程中,一種具有可靠信度的量化方法。

The industry of domestic construction has many abuses in the procurement process, causing the loss of mass or investors. Hence, several studies focus on the procurement management and the decision of the contractor selection. Best value model is a multiple criteria decision making method, similar to the Most Advantageous Tender of the Government Procurement Act in Taiwan, applying to the contractor selection of road engineering in US for long. This study tried to treat the best value model based on the quantitative criteria introducing by the quality controlling records, figuring out the feasibility for the contractor selection in construction. The three most frequent deficiencies from quality controlling records for formworks of M construction company were based on the probability distribution and the Percent Within Limits to develop the he Percentage Defective of the quality performance. The Monte Carlo simulation was treated on the records to generate the probability distribution of the Percentage Defective of expected performance in the quality (PDE) and PDi would be as the selecting criteria. Assuming the criterion are the bid price and the Percentage Defective of expected performance in the quality, each score would be introduced to the decision of contractor selection. The results showed that the model was able to generate the distribution of scores with confidence interval, making the rank of the contractors possible. The procedure would be credible while the decision of the contractor selection was applied to the construction engineering.
