跨縣市捷運系統營運管理之關鍵成功因素

摘要

隨著我國經濟的發展，國人對於交通運輸便利性的需求逐年攀升，因此近年來我國政府積極興建捷運系統，尤其以連接縣市的捷運系統為主軸。本文著重於以政府之監督管理為主，將探討監督管理之關鍵成功因素及交通運輸相關研究之議題。
本文以層級分析法Analytic Hierarchy Process(AHP)為研究方法，探討在跨縣市的地域問題下，捷運系統營運的關鍵成功因素。綜合中外學者之文獻研究及專家訪談，建立跨縣市捷運系統營運管理之關鍵成功因素的層級結構，並考量各都會區捷運系統主、客觀環境因素下，研擬一完整之營運維修及監督管理架構，並對其內容、組織、程序及相關法規進行探討，以作為主管機關進行捷運相關政策執行之依據。研擬一套跨縣市捷運系統營運監理的關鍵成功因素之權重，建議一套完善之營運管理及監督體制。
因此本文希望藉由探討與整理，統整大眾運輸業營運管理的重點、跨域管理等議題，最後利用AHP評估出最適的構面指標以及其權重數，並提出最佳跨縣市捷運系統營運管理之關鍵成功因素與探討。以為後續捷運系統營運監督管理之遵循。

As the economic development is growing, our people need the availability of transportation increasingly yearly. Recently, our government aggressively constructs the MRT systems of mass transit, especially those that connecting the counties and cities.
In the research, the related literature like Analytic Hierarchy Process(AHP),the issues between the counties and cities and the key successful elements of operation of the mass transit are reviewed. After integrating the studies and reports from the foreign and domestic scholars and experts, to build the layer structure of the essential successful elements on the management of traditional operation of mass transit between counties and cities, the AHP model was established. Based on AHP methodology, the key success factors for the cross-county MRT was obtained.
Therefore, we hoped that by the discussion and the reorganization of this research, to merge the main issues of mass-transportation management and cross territory management, finally by using AHP to evaluate the weighting for the key success factors of the MRT management. These conclusions can offer suggestion to the MRT surveillance in the future.
