我國高職技藝競賽評選機制之研究-以測量職種為例

A Study on Skill to Choose Through Public Appraisal System of Senior Vocational School in Taiwan - For Surveying as an Example

摘要


全國高級中等學校學生技藝競賽,依據職業學校規程第八條於民國四十三年由工業類科率先開辦,教育部鼓勵學生重視專業技藝之學習,培養學生參與公開競賽的興趣與榮譽感,藉以展現技職教育訓練的特色與成果,充分提昇學生專業技術實務的學習精神,並推動校內技藝競賽公開評選機制。由各參加競賽學校訂定校內初賽辦法,評選各職種之優秀選手參加決賽,實施迄今,校內評選機制亦有不少爭議與質疑。本研究透過專家訪談、文獻回顧、蒐集實際案例及問卷調查等方法,探討目前技藝競賽評選之爭議。研究發現,現行推行機制缺乏一明確客觀規定,實務執行未真正落實公開評選機制,且評選指標常具個人主觀指標,而主客觀指標常導致評選結果差異相當大。 本研究利用專家訪談瞭解各校舉辦評選機制之現況,藉由文獻回顧、專家經驗、領隊教師經驗等歸納出技藝競賽評選指標,透過專家問卷調查瞭解各指標之重要性,篩選出重要性較高的指標,並透過指標權重問卷,運用一致性模糊語意偏好關係法(Fuzzy linguistic preference relation)等學理,計算各指標權重值,提供未來技藝競賽評選時參考。並建議各校應於技藝競賽評選過程中明確規定各項競賽辦法、職種評選項目、評選指標、評選指標權重等,改善傳統評選之缺失,以提昇技藝競賽評選機制之功能。

The Ministry of Education to encourage students to value learning professional skills , students interested in the open competition and the sense of honor, technical and vocational education and training in order to demonstrate the features and results, fully enhance the students learning the spirit of professional practice, and promote the rule of school skill competition is open selection。 By participating schools to set competition preliminary round way, Selection of the best players of the functional types of finals , Implementation date, Internal selection rule has a lot of controversy and challenge。In this study through expert interview、literature review、collection of actual cases and a questionnaire survey method, selection of current skill competition disputes。Found that the current lack of a clear objective to implement the provisions of rule, Practical of the open selection rule is not truly implemented, and often a subjective evaluation index , The results of subjective and objective indicators often lead to quite different selection。 Through this study, some specialist interviews summarized the evaluation by way of literature review and interviewing some leader team of teacher and expert to understand the selection rule for schools to hold the current situation. By means of the questionnaire survey of experts to understand the importance of each index, selected indicators of the importance of higher, questionnaire through weights, The use of consistent fuzzy linguistic preference relations theory , calculate the weight value of each index, provide future references selection competition。And suggested that schools should be named in the skills competition during the race specified way, function selected species, evaluation index, selection index weights, etc., lack of improvement of the traditional selection, selection rule to enhance the function of skill competition。
