建築用防火門同型式判定之管理機制探討

摘要


國內建築用防火門同型式判定之品質,長期以來均遭受到業主及建築設計人員非常大的詬病,此等缺失之形成原因,雖部份為法規之問題,但防火門同型式判定管控不良,肇因於主管機關監督無方、防火門市場管理制度不完善等諸多管理實務上的缺失,影響建築用防火門防火效能品質甚鉅,值得加以檢討改進。基本上,建築用防火門同型式判定制度與使用管理是一體兩面,兩者息息相關,同型式判定人員對於本身專業工作之能力,除依規定辦理之判定作業外,對於界面工作因主管機關與判定機構於判定作業前後大多未加整合與協調或溝通不良,導致同型式判定處理不當而產生瑕疵,影響同型式判定品質,故同型式判定執行人員本身在專業上,應更為加強防火門專業知識與同型式判定實務能力外,對於判定工作之敬業精神及操守問題,更是執行防火門同型式判定作業極重要的事項。 本研究首先參酌國內外相關文獻,評析國內之建築用防火門同型式判定管理之機制,再透過目前國內建築用防火門同型式判定機制的執行來製作調查問卷項目及內容,並對判定機構執行者、防火門生產者、建築設計者、消、安檢執行者進行問卷調查的方式,以了解目前建築用防火門同型式判定執行上的缺失及同型式判定管理機制的問題所在,而根據本研究針對回收之45份有效問卷分析結果發現,同型式判定執行人員的能力、判定項目之一致性、同型式判定執行流程、防火門設計問題、相關管理法規訂定等相關缺失,再配合實際同型式判定之案例研議所獲得之心得與研議,進而針對人員、設計、實務及法規等面向,提出國內建築用防火門同型式判定之管理相關改善建議與實施程序,以供建築用防火門主管機關及同型式判定機構在未來執行同型式判定之改進參考。

Quality of the domestic structural purpose fire door same pattern determination, is exposed since long ago the owner and architectural design personnel extremely big denouncing, the such flaw forms the reason, although part question of for the laws and regulations, but the fire door same pattern determination tube controls not good, the cause supervises with an improper method, the fire door market control system in the controlling organization imperfect and so on in many management practice flaw, affects the structural purpose fire door fire protection potency quality to be really great, is worth examining the improvement.Basically, the structural purpose fire door same pattern determination system and the use management are body both sides, both are closely linked, the same pattern determines the personnel ability of regarding the itself specialized work, besides depends on the stipulation to handle the determination work, because the controlling organization and the determination organization mostly has not added the conformity and the coordination or the communication regarding the contact surface work around the determination work is not good, causes same pattern determination processing not when has the slight defect, affects the same pattern determination quality, therefore same pattern determination enforcement agent itself in the specialty, should more strengthen the fire door specialized knowledge with the same pattern determination practice ability outside, regarding determination work professional dedication and personal integrity question, carries out the fire doorSame pattern determination work extremely important item.
